The PP and Vox have jointly registered a draft opinion of the investigation commission on the DANA in Les Corts that, in its conclusions, points to the Government of Spain as responsible for the tragedy of the DANA of October 29, 2024, which caused 230 deaths, and highlights aspects such as the absence of execution of hydraulic infrastructures and the "insufficient and deficient" management of information during the emergency.
Regarding the actions of the Generalitat, the text limits itself to highlighting the "lack of direction when it came to demanding, verifying, and constantly requesting updated information on the hydrological evolution of the ravines and flows that was in the possession of the Júcar Hydrographic Confederation (CHJ)" and to insisting that "it was not enough to wait for the ordinary submission of data or formal communications," since the situation demanded "an attitude of maximum initiative, anticipation, and institutional pressure."
The initiative, agreed upon by both formations —which have a majority in the commission—, consists of 126 pages and has been agreed upon after each group registered its own draft until last Friday. According to the Vox spokesperson, José Mª Llanos, the basis of the finally agreed document is his party's proposal, although with "some documentary expansion of documents that have arrived from state bodies."
In the conclusions section of the joint opinion, the presence of "two major explanatory axes that transversely structure all appearances is clearly stated: the lack of execution of previously planned hydraulic infrastructures and the insufficient and deficient management of information during the emergency."
Regarding the first of these axes, it is specified that "it cannot be limited to a single administration, but rather projects onto the set of administrations and, very significantly, onto the successive governments of the nation, characterized by a dynamic of prolonged inaction." In the final text, the reference "attributable to bipartisanship" that appeared in Vox's initial draft is removed.
In relation to the second axis, the document alludes to "deficiencies in the transmission of hydrological data, limitations in prediction systems, and problems in the integration of real-time information," a scenario that "has been described as a true information blackout, especially regarding information from the CHJ."
The report also incorporates a "specific reproach" to the president of the CHJ, Miguel Polo, "to whom direct responsibility is attributed for the lack of supply of key information during the critical moments of the emergency, a circumstance that seriously conditioned the anticipation and response capacity of the management bodies".
The proposal for conclusions also censures the refusal of representatives of the Government of Spain to appear before the investigation committee, alleging, according to PP and Vox, "an impediment that was not such, since the non-obligatory nature of submission to the control of the regional chamber does not in any case mean that one cannot voluntarily appear before it". "A legal opinion was used to evade a moral obligation," the text reproaches.
For their part, PSPV and Compromís have described the joint document of PP and Vox as an "ignominy", a "shame", and a "mockery", and have denounced that it is "a list of lies", with "one falsehood after another". "This report is to be thrown in the trash," both parties have stated, maintaining that the report goes beyond the powers that Article 22 of the Statute of Autonomy grants to investigation committees.
After the meeting of the drafting committee held this Monday, a period of five working days will be opened this Tuesday to register amendments to the proposal, which will conclude on Monday the 25th at 2:00 p.m. Subsequently, on Wednesday the 27th, the text will be debated and voted on within the committee and, once this procedure is completed, it will be submitted to the plenary session of Les Corts.
