The visit of Pope Leo XIV to Madrid has become a historic challenge for security in Spain, even surpassing the police mobilization for the 2022 NATO summit. Between this Saturday and Tuesday, when the Pontiff will travel to Barcelona, more than 14,000 agents will be deployed in the capital to ensure the safe conduct of religious and official events.
The National Police will provide 9,700 officers, from both Madrid and other parts of the country, who will join 625 Civil Guards and more than 4,000 municipal agents. The plan includes surface surveillance, with units of Police Intervention, Cavalry, and Canine Handlers, as well as the participation of the Mobile Brigade, the Prevention and Reaction Unit, the Special Operations Group (GEO) and escorts from the Central Protection Unit.
Comprehensive Security: Land, Air, and Underground
The operation includes aerial and underground coverage, with helicopters, drones, and an aircraft from the Air Unit, as well as the Underground Unit which will inspect airports, wells, and tunnels. The prohibition of private drones during the days of the visit is strict. Specialized units such as TEDAX and NRBQ Service, responsible for controlling explosives and hazardous materials, also participate.
For its part, the Civil Guard, through the Traffic Group, will accompany the Pope from Barajas to the Royal Palace, while the Special Intervention Unit (UEI) and the Airport Surveillance Team (EVA) will reinforce security at critical points.
Municipal Police and Flow Control
The Madrid City Council has organized the largest municipal security operation in the city's history, with special attention to public safety, flow control, and the movement of entourages. Agents from all territorial police stations will be mobilized, with special reinforcement on days of high attendance, mainly Saturday, June 6, and Sunday, June 7.
The deployment includes 1,900 traffic agents, rapid intervention mobile teams on foot (Eco), by bicycle (Lince), and by motorcycle (Halcones), as well as technicians from Madrid Salud who will monitor water consumption and public fountains.
Surveillance, Control, and Health Assistance
The event venues will have surveillance through cameras, canine units, and social media monitoring to detect possible threats. Samur-Civil Protection will deploy around 1,000 personnel, with five advanced medical posts in Plaza de Cibeles and another four in Plaza de Lima, where the vigil with half a million young people is expected.
During the preceding weeks, 2,600 volunteers were trained in first aid and received instructions on how to act in cases of heat, choking, and large gatherings. The Madrid Fire Department will provide three pumps and a command vehicle for rapid intervention, as well as surveillance of emergency lanes.
Territorial Civil Protection Plan
The Community of Madrid has activated the PLATERCAM in Operational Situation 0, alert phase, to coordinate collaboration between administrations in case of incidents. Additionally, the National Police will set up three citizen participation tents for minors, the elderly, and lost attendees during the events, ensuring immediate assistance and control in the most crowded areas.
This deployment makes the Pope's visit to Madrid one of the biggest civil security challenges in recent Spanish history, combining surveillance, prevention, and medical assistance to guarantee the protection of the thousands of participants and the Pontiff himself.
