CCOO has criticized this Wednesday Navantia's 2026-2029 Strategic Plan, considering that it once again resorts to an already known recipe, based on grand announcements, "inflated" goals and objectives, "a lot of propaganda and, once again, the workforce placed at the center of the sacrifices."

According to the union, the plan's text itself admits the existence of "structural problems" that CCOO has been pointing out for years, such as underactivity, strong dependence on political decisions, high costs linked to the company's internal structure without clear economic return, and the lack of stable industrial planning in the medium and long term.

"The serious thing is that, once again, the solutions involve organizational adjustments, labor flexibility, and workforce reorganization, that is, by transferring and increasing pressure on workers instead of facing the true underlying debate: what industrial model Navantia needs and if there is a real commitment to sustain it," the union organization reproached in a statement.

Given this scenario, CCOO has demanded that SEPI act with total transparency to prevent a "covert privatization" of the public company, and that it promote a rejuvenation of the workforce through an increase in the hiring of its own personnel to avoid the loss of accumulated knowledge and skilled labor. It also calls for clarity in investments, which, in its opinion, must be backed by "firm and clear" budgets to undertake modernization that allows it to compete with the most advanced shipyards.

The union adds another criticism that it describes as "unacceptable": the absence of a real willingness to negotiate with worker representation, since the strategic plan was delivered with only a few days' notice. "It is evident that the management despises social dialogue, participation, and negotiation. They only want to cover the file," it insisted.

In its analysis, CCOO emphasizes that the document presents very ambitious goals, such as doubling revenues, raising margins, creating more jobs, and achieving high industrial occupation, but acknowledges that all of this is conditioned by external factors, including the programs of the Ministry of Defense, EU decisions, or the evolution of the international geopolitical situation.

The union also points out that the plan once again focuses on cost reduction, indirect staff cuts, efficiency improvements, and digital transformation, which, in its opinion, will ultimately lead to greater production pressure, job restructuring, risk of precariousness, and greater scope for disguised outsourcing.

"CCOO is clear: without an employment plan, without investments, without real training, and without employee participation, it's all just window dressing. Lots of technology on paper and little productive improvement," the organization has denounced, adding that Navantia's future should not be built "against its workers, nor outside of their union representation."
