The Secretary of State for Housing and Urban Agenda, David Lucas, has urged the autonomous communities to strengthen "the public management of funds promoted by the Government" with the aim of "advancing in housing solutions", during the opening of the National Congress of Urban Planning and Housing organized by the College of Registrars.
In his speech, Lucas has highlighted the importance of "cooperation between public administrations" facing a problem "with so many facets and so much complexity", and has maintained that only through a "necessary coordination and collaboration" truly effective responses can be articulated.
He also wanted to highlight the "investment effort" and the "public policies" deployed in this area, recalling that most of the funds directed to housing come from the General State Administration. In his view, this "obliges everyone to do good planning from the regulatory and public management sphere."
The Secretary of State has stressed that public measures must be aimed at ensuring the "social function of housing", reiterating that its main use must be residential and not respond to merely speculative purposes.
In this vein, it has placed access to housing as an "essential element" of the welfare state, warning that, if this component fails, the rest of social rights suffer.
During his speech, Lucas has reviewed some of the key actions of the Ministry of Housing and Urban Agenda, such as the new State Housing Plan, which "increases the budget to 7,000 million euros" and establishes a co-financing scheme between the autonomous communities and the State.
Likewise, it has focused on the development of the Perte of Industrialization, which "guarantees more housing and with more quality in the shortest possible time", and on the creation of the new State Housing Entity, CASA 47, which will be responsible for "administering and managing the entire residential cycle in Spain".
