The Government has communicated that it has already gotten to work on the preparation of the seventh and final request for disbursement of the European funds 'Next Generation EU'. This new request will involve the review of 148 milestones and objectives and will allow claiming 21.462 billion euros in transfers and 4.400 billion euros in loans.
This Tuesday, the European Commission has transferred to Spain another 6.234 billion euros from the European recovery fund 'Next Generation EU'. With this new payment, the total amount received by the country rises to 78.000 billion, which represents 76.5% of the 102.000 billion allocated.
Spain thus enters the final phase of execution of the Recovery, Transformation and Resilience Plan, with the goal of completing all the committed reforms and investments within the schedule and maximizing its effect on growth, modernization, and resilience of the economy.
For this reason, the Executive has indicated through a statement that it is already focusing on the preparation and presentation of this last payment request, which will entail the evaluation of 148 milestones and objectives and will grant access to 21.462 billion euros in transfers and 4.400 billion euros in loans.
"We are already working on the seventh request, which will allow us to successfully complete the execution of the Recovery Plan before the end of 2026," highlighted the Minister of Finance, Arcadi España, through a message published on the social network 'X', reported by Europa Press.
The validation of this last tranche of financing will make it possible for Spain to have received more than 100.000 billion euros from the financial contribution of the Recovery and Resilience Mechanism before the end of 2026.
"This process will require a coordinated effort from all the bodies responsible for the execution of the Plan, which will continue during the month of August and the coming months to successfully complete one of the largest investment and reform programs in Spain's recent history," the Executive has pointed out.
The community calendar requires member States to close all pending milestones before the end of August and to submit their last payment requests before the end of September, with the aim of definitively completing the Recovery and Resilience Mechanism by the end of 2026.
Three milestones still to be validated in the sixth disbursement
The sixth request, registered by the Government on March 3 and paid this Tuesday, is associated with reforms and investments in areas such as housing promotion, the healthcare system, sustainable mobility, the digitalization of the trans-European transport railway network, and the Strategic Projects for Economic Recovery and Transformation.
The evaluation of three other objectives included in this sixth payment request is still ongoing, after Brussels was unable to certify their compliance in July due to doubts about the mechanisms used to verify their execution.
These are investments linked to bilingual vocational training, teleassistance services, and projects aimed at vulnerable groups, entrepreneurs, and microenterprises, three objectives for which Spain subsequently proposed changes in the closure addendum of its Recovery Plan.
The Commission gave a positive preliminary assessment of this review last Friday, which incorporates the adjustments agreed upon with Brussels to specify the verification elements of these three objectives and thus facilitate their final evaluation.
The addendum, previously approved by the Council of Ministers, also modifies the wording of 121 milestones and objectives and 101 measures of the Spanish plan, in order to simplify its execution and evaluation in the final phase of the Recovery and Resilience Mechanism.
