The electricity bill for an average consumer under the regulated tariff, the so-called Voluntary Price for Small Consumers (PVPC), decreased by 14.5% in April compared to March, after the VAT reduction to 10% and the special tax on electricity to 0.5% were applied, within the package of measures promoted by the Executive to mitigate the impact of the conflict in the Middle East.
In April, the bill stood at 60.99 euros, that is, 10.36 euros less than the previous month, according to the study by Facua-Consumers in Action. The calculation is made taking as a reference a typical user with a contracted power of 4.4 kilowatts (kW) and a monthly consumption of 366 kilowatt-hours (kWh), distributed in 106 kWh during peak hours, 95 kWh during flat hours, and 165 kWh during off-peak hours.
On March 21, Royal Decree-Law 7/2026, of March 20, entered into force, which approved the Government's comprehensive response plan to the crisis derived from Iran and which included, among other decisions, the reduction of the Special Tax on Electricity to 0.5% and of the VAT on electricity supply to 10%.
Compared to the same month of the previous year, the bill has been reduced by 10.1% compared to 67.83 euros in April 2025. The evolution of the average consumer's bill in the month of April in recent years has been 60.99 euros in 2026, 67.83 euros in 2025, 54.69 euros in 2024, 55.29 euros in 2023, and 124.90 euros in 2022.
The average price of the kWh consumed has been situated at 19.29 cents in peak period, 12.20 cents in the flat period, and 9.71 cents in the valley. With these values, the cost of energy has become cheaper compared to April 2025 by 7.0% in peak hours, 3.0% in the flat period, and 18.9% in the valley, according to the association's records.
Regarding the power term, it has remained at 2.87 euros, the same level reached in March after the application of the tax reduction by the Government. Between January and February it stood at 3.30 euros, the result of the sum of charges and tolls in the peak and off-peak periods, plus the marketing margin and taxes. Throughout all of 2025, the power term was 3.21 euros.
