The Ministry for Ecological Transition and the Demographic Challenge has submitted for public consultation, under an urgent procedure, a draft royal decree with new measures aimed at promoting the integration of renewable energies, self-consumption, and storage, streamlining the processing of infrastructures, and strengthening the capacity and resilience of the electricity system, in addition to increasing the transparency of natural gas bills.
According to the department, the proposal, open for consultation until July 13, incorporates modifications to royal decrees 1955/2000 and 1434/2002, in line with Royal Decree-Law 7/2026, which implements the Comprehensive Response Plan to the Middle East Crisis.
The future regulation establishes two specific pathways for releasing and allocating access capacity in nodes reserved for tender: one focused on the repowering of renewable installations, with special attention to wind farms, and another aimed at the deployment of self-consumption in the manufacturing industry.
The document also seeks to boost energy storage, allowing reversible hydroelectric power plants to incorporate technological improvements in power electronics and thermoelectric solar plants to expand their solar field and add thermal storage systems.
At the same time, it contemplates actions to reduce the processing times for electricity grids, such as the elimination, in certain cases, of the requirement to prove technical, legal, and economic solvency to the CNMC when this is already guaranteed through other supervision mechanisms.
Regarding consumers, the project introduces the obligation to detail the origin of the supply on the gas bill, including the percentage of renewable gas included, and to incorporate the postal code and annual consumption, in order to facilitate the use of the CNMC's energy offer comparator through the QR code on the receipt.
Likewise, it promotes the installation of dynamic line capacity (DLR) systems to increase the utilization of the existing grid and sets new technical requirements linked to grid codes, voltage control, power ramps, and the particularities of non-peninsular territories, including the unit reference values for conventional generation.
During the inauguration of the new northern electrical interconnection between Spain and Portugal, the Deputy Prime Minister and Minister for Ecological Transition and the Demographic Challenge emphasized that these actions are driven by the idea that the ecological transition "benefits all citizens of Spain, Portugal, and the entire European Union as a whole".
Allegations to the project can be submitted until July 13 through the form provided by the ministry.
