The Plenary of Congress addresses this Tuesday, June 16, a non-law proposal registered by the PP with which the Government is urged to comply with all pending obligations of the Sustainable Mobility Law, including the return to the old Renfe compensation criteria for delays, a claim that Parliament has already conveyed to the Executive on other occasions.
The proposal will be submitted for debate so that the different parliamentary groups can set their position, although the final vote will not take place until Thursday, June 18.
The popular party has brought this matter to the Plenary of the Chamber because, despite the fact that the Sustainable Mobility Law came into force after its publication in the Official State Gazette (BOE) in December 2025, several precepts remain undeveloped.
Among them is, in the thirty-first additional provision, the restitution of Renfe's punctuality commitments and refunds, with the aim of guaranteeing compensation for delays of fifteen and thirty minutes of 50% and 100% of the ticket price, respectively.
The party considers these and other breaches as "undemocratic" and something that "puts at risk the transport, mobility, and safety of many Spaniards".
Railway shock plan
In the first instance, the Government is urged to activate "immediately" the first phase of the extraordinary shock plan for railway infrastructure, which must detail by province the actions necessary to correct the failures in the network that cause hundreds of temporary speed limitations, many of them in force for years. The legal deadline for this measure expired on February 5.
Likewise, the PP demands that the urgent passenger assistance plan be launched without delay for extraordinary incidents both at stations and during journeys, including response times from the moment the incident occurs.
The initiative also incorporates compliance with another legal obligation that establishes a protocol for analyzing incidents on the railway network for all those on the infrastructure that cause more than twenty minutes of delay on a journey.
Renewal of the vehicle fleet
The text also recalls that the Government has yet to implement a National Vehicle Fleet Renewal Plan, which would replace older vehicles of all types with more modern and safer ones that comply with the Euro6d standard, including used vehicles.
In parallel, it calls for the identification and programming of the correction of the territorial imbalance in access to transport infrastructure throughout the country, as well as ensuring, at a minimum, the maintenance of current stops, schedules, frequencies, and routes of state-level regular public road passenger transport services in the new concession map.
Finally, the PP demands that the new tenders for the road transport concession map include the necessary mechanisms to allow shared traffic with the autonomous communities, in order to cover connectivity needs that the Government does not address, and that an adequate financial contribution from the State be guaranteed for maritime transport.
