The Council of Ministers has approved this Tuesday the royal decree that establishes the bases of the Auto+ Program, the new state system of aid for purchasing electric and plug-in hybrid vehicles. The plan replaces Moves III, has 400 million euros, and will allow an individual to receive up to 4,500 euros for an electric car.
To that amount, a discount of 1,000 euros provided by the point of sale may be added. The total discount could therefore reach 5,500 euros for cars that meet all the conditions.
The aids will have retroactive character and will cover purchases made since January 1, 2026. However, they cannot be requested yet: after the publication of the bases in the Official State Gazette, the call that determines when the application window opens and what documentation buyers must present will have to be approved.
Up to 4,500 euros for individuals and 6,000 for self-employed and small businesses
The maximum aid for the purchase of a car will be 4,500 euros when the beneficiary is an individual. In the case of self-employed and companies with a maximum of ten workers, the incentive may reach 6,000 euros.
The Auto+ Plan will not provide the same amount to all vehicles. The amount will be calculated using three criteria: the type of engine, the price, and the origin of the manufacturing.
Pure electric vehicles and fuel cell vehicles will receive a higher percentage than plug-in hybrids and extended-range electric vehicles. Cars that cost up to 35,000 euros and those whose final assembly and battery have European industrial content will also receive higher aid.
To access the program, the car must not exceed 45,000 euros before taxes, once commercial discounts are applied.
How the aids of the Auto+ Plan are calculated
The amount is constructed by adding the corresponding percentages for each vehicle:
- A pure electric or fuel cell vehicle receives 50% of the maximum aid.
- A plug-in hybrid or extended-range electric vehicle receives 25%.
- Cars costing up to 35,000 euros add another 25%.
- Those costing between 35,000 and 45,000 euros add 15%.
- The final assembly of the vehicle in the European Union incorporates 15%.
- The assembly of the battery in community territory adds another 10%.
In this way, an individual who buys a pure electric vehicle of up to 35,000 euros, assembled in Europe and with a battery that meets the community requirement, will be able to receive the full 4,500 euros.
On the other hand, a plug-in hybrid manufactured outside the European Union and with a price above 35,000 euros would receive 40% of the maximum aid: 1,800 euros for an individual.
Aid also for vans, motorcycles, and quadricycles
The Auto+ is not limited to passenger cars. The program will allow subsidizing the purchase, leasing, or renting of vehicles with a Zero label.
The vans will be able to receive up to 5,000 euros when purchased by an individual and up to 7,500 euros if the beneficiary is a self-employed person or a company with up to ten employees. These amounts will be added to the contribution of 1,000 euros from the point of sale.
Electric motorcycles and light and heavy quadricycles will also be able to benefit from the program.
The vehicles must be new or have been registered for the first time since January 1, 2025. This requirement will allow the inclusion of certain demonstration cars and recent used vehicles.
This is how the 400 million of the Auto+ Plan are distributed
The largest part of the budget is reserved for applications submitted by individuals. Of the 400 million available, 350 million will be allocated to these buyers, 42 million to small businesses, and eight million to self-employed workers.

What changes regarding the Moves III Plan
One of the main differences will be the management. The Ministry of Industry will process the aids in a centralized manner, without previously distributing the funds among the autonomous communities.
The Government aims to reduce the delays of Moves III, in which some beneficiaries had to wait more than a year to receive the subsidy.
The new program also modifies the orientation of the incentives. The amount will no longer depend on the delivery of an old car for scrapping, but on the vehicle being electric, having a contained price, and providing European industrial load.
The Auto+ will also not finance the domestic installation of charging points. Its budget is concentrated on the acquisition of electric and electrified vehicles.
When can the aids of the Auto+ Plan be requested
The approval of the Council of Ministers does not imply that the form is already available. First, the bases must be published in the BOE and then the call from the Ministry of Industry will have to appear.
It will be that call that establishes the opening date, the deadline to apply for the aid, and the necessary documentation. Sources from the sector place its possible publication during the week of July 27, although the Government has not yet officially confirmed the day.
When the procedure opens, purchases made since January 1, 2026 can also be submitted due to the retroactive nature of the program.
The sector fears that the funds will run out
The retroactivity introduces an unknown about the duration of the budget. The 400 million will have to cover purchases made since the beginning of the year and those that occur until the end of the fiscal year.
The Minister of Industry, Jordi Hereu, has defended that the allocation will adequately meet the demand for 2026. The automotive employers, for their part, have demanded that the Government guarantee sufficient funds so that the aid does not run out before the end of the year.
