The National Commission for Markets and Competition (CNMC) has informed this Friday of the opening of several sanctioning files for "indications of infringement" within the framework of the investigations it is carrying out regarding the blackout registered on April 28, 2025.

In a note sent to the media, the supervisory body has recalled that, after the blackout, it launched different informative files with the objective of studying in detail the circumstances of the so-called 'electrical zero' and delimiting the relevant facts "under the perspective of the electrical sector regulations".

Fruit of that preliminary analysis, the CNMC has identified "various indications of non-compliance, some maintained during prolonged periods of time, that would have affected the functioning of the electrical system and could be constitutive of administrative infractions".

In view of these elements, Competition has decided to initiate a formal procedure to deepen the investigation of said indications and determine possible responsibilities.

However, the regulator points out that the facts examined in these files "do not imply, by themselves, the attribution of the origin or cause of the blackout to the affected companies, given that the incident responded to a multifactorial origin".

"The initiation of these proceedings does not prejudge the final outcome of the investigation," stresses the CNMC, which recalls that the maximum duration of these proceedings ranges between 9 and 18 months, depending on the seriousness of the possible infringements.

Likewise, the body highlights that the involved parties will have the possibility to present allegations and request the practice of the evidence that they consider opportune during the processing of the files.
