The last resort tariff (TUR) for natural gas for individual supply, excluding taxes, will experience from next Wednesday, April 1, an average cut of 16% compared to the price set on January 1. In parallel, the TUR for residential communities will register decreases of between 10.8% and 16.7%. This reduction is mainly due to the exceptional measures incorporated in Royal Decree-Law 7/2026, which approves the Comprehensive Plan for Response to the Crisis in the Middle East, according to the resolution published in the Official State Gazette (BOE).

In this review, the raw material cost component is calculated solely from base gas, without adding the seasonal gas that is included in the winter months. In this way, the raw material cost is 16% cheaper compared to the previous value, despite the fact that during the period there has been an increase in the Brent quotation (+4%) and an appreciation of the euro against the dollar (+0.4%) compared to the previous quarter's references, according to sources from the Ministry for Ecological Transition and the Demographic Challenge.

Added to this decrease is the fact that Royal Decree-Law 7/2026 maintains a temporary reduction of the Value Added Tax (VAT) on natural gas to 10%, effective until June 30. Likewise, it sets a fee of 0 euro/(kWh/day)/year for storage capacity that exceeds 20 days of consumption or firm sales, an element that has been incorporated into the calculation of the variable term of the tariff.

In practical terms, for an average consumer covered by TUR1 (use for cooking and domestic hot water), the revision implies a 15.2% reduction in the annual bill with taxes included. In the case of a user with TUR2 (cooking, domestic hot water and heating), the bill will be reduced by 16.2%, while for a client with TUR3 (SMEs) the decrease will reach 16.9%.

Neighborhood TUR and expansion of its scope

Regarding the neighborhood TUR, Article 2 of Royal Decree-Law 18/2022, of October 18, created a specific modality of natural gas last resort tariff, temporarily applicable to homeowner associations, groups of homeowner associations, and energy service companies that supply them. Subsequently, Royal Decree-Law 4/2024, of June 25, extended its validity indefinitely.

For these users, from January 1st the variable term of the neighborhood TUR will be cheaper between 10.8% and 16.7%. In detail, TUR 4 and TUR 5 will register a reduction of 10.8%; TUR 6, of 13.7%; TUR 7, of 15.5%; TUR 8, of 15.6%; TUR 9, of 15.8%; TUR 10, also of 15.8%; and TUR 11, of 16%.

The natural gas TUR is a tariff subject to regulation which any consumer connected to natural gas networks with pressure equal to or less than 4 bar and with an annual consumption equal to or less than 50,000 kilowatt-hours (kWh) can opt for. Royal Decree-Law 18/2022, of October 18, expanded its scope to include communities of owners and the energy service companies that serve them.

The regulated natural gas tariff is revised every quarter on the first day of January, April, July, and October. Its update proceeds when the cost of the raw material incorporated into the tariff varies upwards or downwards by more than 2% with respect to the value used in the current tariff or, in any case, when new tolls or fees are approved. The definitive amount of the TUR is officially published in the BOE.
