The social network TikTok has announced an additional investment of 1 billion euros to build a second data center in Finland, aimed at serving its users in Europe. This new facility joins the center previously announced in 2025 in the same country and frames both investments within what the company calls "Project Clover", a plan of 12 billion euros over a decade to guarantee "industry-leading protections" for the data of more than 200 million European users.
A strategic data center in Lahti
The new center will be located in Lahti, in southern Finland, about 60 kilometers west of Kouvola, where the facilities announced last year are expected to have started operating this year.
According to TikTok, the infrastructure will strengthen the company's ability to ensure that European user data is stored in Europe, under strict access controls and advanced supervision systems.
The local Director of Public Policies, Christian Hannibal, highlighted that Finland's choice is due to its "unique combination of robust digital infrastructure, access to clean and reliable energy, and a highly qualified workforce".
Regulatory pressures from Europe
TikTok has been at the center of international debate in recent years. In the United States, at the end of January the company has confirmed the sale of most of its operations to a group of non-Chinese investors to avoid its prohibition. In Europe, the platform faces regulatory pressures to modify its addictive design and comply with new user protection rules.
With this expansion in Finland, TikTok has reinforced its data security and sovereignty strategy, seeking to gain trust from European regulators and users, while maintaining its growth in a key continent for its digital future.
