It is common to hear that political debates are far removed from the problems of the citizenry. Or that the legal changes discussed in the Courts have no repercussion on their daily lives. Well, the Senate has this week a golden opportunity to disprove these opinions.

The Upper House discusses a bill registered by Junts with measures to facilitate the citizen's relationship with the Administration. Basically, that they do not have to renew or issue documents whose permanent validity is taken for granted. Such as, for example, birth and death certificates.

The reform would save procedures such as the renewal of the DNI, which would become automatic. And it would oblige administrations to ‘get their act together’ in their digitalization and in the processing of procedures. Instead of demanding documents, it would have to consult the certificates in other registries.

And, on the other hand, it would jeopardize the income of the Civil Registry, by consolidating the digital simple note as an equally valid document, without additional cost and without the need to generate a new note again.

The initiative is submitted this Wednesday for its debate on taking into consideration. In case of obtaining the support of the Chamber, it would continue its processing in Congress.

What does the reform propose?

DNI Renewal 

It would be automatic, without needing to request it, three months before its expiration. It would only be necessary to go in person when it was essential to renew the photograph or provide a fingerprint.

Digital simple note

The Registries would be obliged to issue simple notes in digital format which, once issued, could be used again without paying additional fees as long as there have been no changes.

Also those from Hacienda

The proposal would allow issuing any tax certificate digitally, automatically and without the need for any other additional procedure.

Permanent certifications

The validity of birth, death, marriage, civil residency or filiation certifications will be presumed permanent, without prejudice to the need to modify issues such as civil status.

A copy and no more

Once the digital certificate is obtained, the citizen would not have to provide it again in a subsequent procedure. The reform obliges administrations to coordinate to allow the direct consultation and reuse of documents, through interoperable and accessible registries.

All certificates and digital documents could be downloaded from the digital portals of the competent registries and public bodies, through a specific section for direct access and download.

It would not be necessary to attend in person nor an intermediary procedure, and digital certificates would have the same documentary validity as those issued in physical format for all procedures, and without additional requirements.
