The Council of Ministers approved this Tuesday the new Housing Plan 2026-2030, which starts with a priority objective: to irrevocably increase the stock of protected housing, whether public or private.
The financing of the plan, endowed with 7 billion euros, is conditioned on a permanent protection of new homes that are incorporated into the public housing stock or, in the case of public-private collaboration, are subject to a protection regime that ensures an affordable price.
The protection must be permanent. The condition stems from the Government's diagnosis that the public sector's weakness in housing policy is not due to a lack of investment, but to the privatization of that effort in the past.
According to data from the Executive, the construction of protected housing in the last 45 years amounts to 2.7 million homes, which would allow Spain to have a stock comparable to that of other European countries had the protection mechanisms not been sold or expired.
This is the first plan after the approval of the Housing Law, which recognizes the State's capacity to intervene in a policy in which the autonomous communities have exclusive powers recognized by the Constitution. Until now, as the Minister of Housing herself, Isabel Rodríguez, acknowledged, the General State Administration has been acting as a "cash register" for channeling funds.
What are the numbers of the Plan?
Co-financing. The mobilized investment foreseen amounts to 7 billion euros, of which 60% will be assumed by the General Administration of the State, conditioned on the autonomous communities assuming the remaining 40%.
CONSTRUCTION
New housing. The plan provides aid of up to 85,000 euros per dwelling for the construction of public housing or housing under public-private partnership.
These aids will finance, eminently, housing under a permanent protection rental scheme with maximum prices set in the plan. The rent will be calculated based on size, and for a dwelling of approximately 85 m2 of useful area, with a garage and storage room, it would be 900 euros per month
The homes to be financed may only be intended for sale if they are built in municipalities of less than 10,000 inhabitants, and they will also have permanent protection.
Land development. Financing of development works to mobilize housing when there is at least 40% of protected housing, with up to 8,000 euros per future protected housing.
Industrialized construction. Additional aid of up to 8,500 euros per dwelling when industrialization techniques are used, which would raise the total coverage aid to 93,500 per new dwelling when it is built with industrialized methods.
Tense areas. The construction of new housing in tense areas will have an additional aid of 8,500 euros, so financing could reach 102,000 euros in case industrialization methods are used.
PURCHASE AND ASSIGNMENT
Home purchase. Financing of 70% of the acquisition cost in the purchase of housing from individuals (up to 85% if in a stressed area) for affordable rent (maximum indicative rent of 800 euros per month for an 85 m2 home).
Assignment of dwellings. Aid of up to 17,000 euros (25,000 euros if in a stressed area) to individuals who assign housing for its rental at an affordable price by the Administration. Maximum rent of 600 euros per month.
Rehabilitation in ceded housing. Aid of up to 12,000 euros for renovation or rehabilitation works in these ceded homes.
REHABILITATION
Improvement works. The plan includes aid to finance structural reforms of buildings, improve their accessibility, and energy efficiency actions
- Up to 8,000 euros per dwelling for structural renovations
- Up to 13,000 euros per dwelling for accessibility grants
- Up to 20,500 euros for energy rehabilitation, depending on the reduction in primary energy consumption, dwelling size, and total cost
Historic centers. Extra aid of up to 30,000 euros when the home to be renovated is in a historic center or has heritage protection.
Empty housing. Housing that has been empty for more than two years may benefit from aid of up to 30,000 euros for its rehabilitation if it is subsequently rented out for five years at affordable prices. The aid may be increased to 35,000 euros if the housing is located in a rural area.
RENT AND PURCHASE ASSISTANCE
Young rental. Up to 300 euros per month for rent payment. The communities may reduce or increase its amount depending on the reality of their territory
Young person in rural area. The purchase of housing in rural areas by people up to 35 years old will have aid of up to 15,000 euros.
Situations of vulnerability. General aid of 250 euros for people with few resources.
