Congress does not have "legal room" to apply more serious sanctions to the Vox deputy José María Sánchez García, who was expelled from the last Plenary Session after bursting onto the platform and confronting the second vice-president, Alfonso Rodríguez Gómez de Celis.

Despite this, from the Lower House they do not reduce the gravity of the facts and the president has elaborated a proposal for an agreement to condemn what happened that has been approved by the progressive majority of the Board. The text, which has also been transferred to the parliamentary groups in the subsequent Spokespersons' Board, is composed of five points.

Likewise, it foresees the factual grounds, what has happened, what was done in the face of the serious disciplinary offense, and the background of Sánchez García, who already starred in an incident in 2024, when he called a socialist deputy a "witch".

The proposal involves proposing to the parliamentary groups that they study a possible improvement of the Congress Regulations so that the Chamber has a "more effective tool for responding to situations of conflict that may arise during parliamentary sessions".

Furthermore, all political parties with parliamentary representation are urged to lower the climate of tension "to which parliamentary life is being transferred". However, it is recognized that not all members of the parliamentary spectrum are equally responsible for the situation.

In the agreement, not only is the attempt to intimidate an official and her confrontation with Gómez de Celis, who at that time held the Presidency of the Plenary, condemned "in the strongest terms", but Sánchez García is warned that conduct such as that which occurred on April 14 "will not be tolerated, and will be met with the strongest actions permitted by current regulations, in defense of democracy and the Constitution".

With the current wording of the Regulations, the most serious sanction foreseen is in article 106 which contemplates the expulsion of a deputy for one month (extendable up to six months if the Board so agrees). However, it was not applicable in this case as it should have been invoked at the time and the Vox deputy offered no resistance when he was expelled from the session.
