Plainclothes Mossos in Catalan high schools: this is the controversial pilot plan of the Generalitat

The controversial plan of the Generalitat, which introduces plainclothes Mossos d’Esquadra agents in Secondary schools, begins this Monday. The measure is part of the EDUSEG program (Comprehensive Plan for Security and Well-being in the educational environment), which will be initially applied in 13 educational centers.

The project consists of the presence of plainclothes and unarmed officers in selected centers, where they will act in prevention, accompaniment, and conflict mediation tasks. The initiative is planned as a pilot test with subsequent evaluation before deciding on its possible expansion.

A plan focused on school coexistence

The Government frames the measure within the need to reinforce coexistence in some educational centers, especially in contexts where episodes of conflict have been detected. According to sources from the Department of Education, the objective is to improve student well-being and support management teams in conflict management.

The plan is developed in coordination between Education and Interior and is proposed as a tool for prevention and mediation, not as a traditional police intervention within the classroom.

Union protests

From the beginning of the announcement, teachers' unions, family associations, and part of the educational community have expressed their rejection of the plan. According to these organizations, the measure does not respond to pedagogical needs and can generate stigmatization in the centers.

Some entities have requested the withdrawal of the project, arguing that it would be more effective to reinforce resources such as social educators, counselors, and psychological support staff in high schools.

Political criticism and requests for appearances in Parliament have also been registered so that the Government explains the details of the deployment, according to various recent parliamentary reports.

Experimental phase

The deployment of plainclothes Mossos in Secondary schools that begins today is conceived as an experimental phase. The program will be evaluated after its initial implementation to decide whether to maintain it or expand it to other schools.

While the Government defends the project as a tool for coexistence, the educational community maintains an open debate on the role of police presence in the school environment and its impact on the daily life of the centers.
