Agenda 16-22 of March

This week we talk about...

ELECTIONS - IRAN WAR MEASURES - CRITICAL ENTITIES LAW - JUSTICE AND INTERIOR - SOCIAL ECONOMY LAW -  AID - BLACKOUT 28A - FOREIGN AFFAIRS - APPEARANCES - SESSIONS

ELECTIONS CASTILE AND LEÓN

Again, in the hands of Vox. The Popular Party has won the elections in Castilla y León, increasing its presence in parliament by two procurators (33). The PSOE has also grown, going from 28 to 30 seats, which breaks the socialists' disastrous streak, who collected setbacks in Extremadura and Aragón. Vox deflates and only adds one more deputy than it had, staying at 14, although it continues to be the key to government, as the popular party depends on Abascal's party. Consult all the details and keys, in Demócrata.

CONSEQUENCES OF THE WAR

They are coming. The Government finalizes its response plan to the consequences of the war in Iran after contacting groups, employers' associations, and trade unions. If this Tuesday it does not approve the first measures, a new extraordinary Council is not ruled out, with an eye on this week's European Council –Thursday and Friday–.

To the clash. PP and Junts launch respective interpellations to demand in Congress from María Jesús Montero tax cuts in the response plan. The vice president also adds five other questions in the government control session. Wednesday, 9:00 a.m. Congress.

More pressure. The PP submits to a vote in the Senate a motion with its entire tax cut package. The vote is won, like every one of those in the Upper House, but it positions Junts and PNV, who also pressure the Government to approve tax cuts. Wednesday, 9:00 AM. Senate.

LAW CRITICAL ENTITIES

On the exit ramp. According to what Demócrata has learned, the Draft Law on the protection and resilience of critical entities has already passed through the General Commission of Secretaries of State and Undersecretaries (CGEYS), so it is ready to receive approval in the Council of Ministers. It will foreseeably be this week, next week at the latest. It transposes the European CER Directive of 2022 and affects sectors such as energy, transport, banking, infrastructure, financial markets, food chain,  digital infrastructure and Health, among others.

JUSTICE/ INTERIOR

Hard hand. The Plenary Session of Congress debates the taking into consideration of a bill from the PP to expand the cases in which the revisable permanent prison sentence is foreseen. Furthermore, UPN (Mixed Group) promotes a bill to prevent those convicted of terrorism by final judgment (in Spain and in France) from being civil servants in positions related to minors. Tuesday, 15:00 hours. Congress.

If you drink, don't drive. The Interior Committee will give the green light, with full legislative competence, to the report prepared by the rapporteur on the Bill on the reduction of the maximum alcohol limit for driving and the prohibition of disseminating the location of checkpoints on social media. Wednesday, at the end of the Plenary. Congress.

LAW OF SOCIAL ECONOMY

Almost ready. The Senate finalizes its changes to the Comprehensive Social Economy Law before sending it back to Congress. For now, it has already introduced several changes to the bill that will have to be endorsed by the Lower House. Wednesday, 9:00 a.m. Senate.

HELP

For Andalusia and Extremadura. The plenary will validate the Royal Decree-Law with urgent measures in response to the damages caused by various adverse meteorological phenomena, with special impact in Andalusia and Extremadura. The aid will be applied in those municipalities that have suffered evacuations.

BLACKOUT 28-A

In parallel. The president of the CNMC, Cani Fernández, goes to the Senate to report on the information she has about the blackout of April 28, 2025. That day the Congress votes on the work plan to launch its investigation into the event. Tuesday, 11:00 a.m., Senate; and 12:30 p.m., Congress.

EXTERIORS

Salad of agreements. The Plenary addresses five Foreign Affairs reports on agreements between Spain and Honduras, the UN (two), Canada and the European Atomic Energy Community.

APPEARANCES

Health Pulse. The Minister of Health, Mónica García, appears before the Committee of her branch in Congress to explain the changes in the annual call for specialized training, as well as the lines of work for this 2026. She is expected to comment on the pending Medicines reform, the Framework Statute for healthcare personnel, and the legislation on tobacco and alcohol in minors. Tuesday, 12:00 hours. Congress.

A strategic sector. The Government presents in Congress the Tourism 2030 Strategy, following the appearance of the Secretary of State for Tourism, Rosario Sánchez Grau. Thursday, 9:30 hours. Congress.
