The episode of the cruise ship MV Hondius, affected by a hantavirus outbreak during its Atlantic crossing, has placed the Canary Islands at the center of complex health and political management. Canary Islands institutions have publicly expressed their concern about the lack of detailed information and the decision-making regarding the evacuation and possible disembarkation at the port of Granadilla, in Tenerife. This situation has tested the coordination mechanisms between the Government of the Canary Islands, the central Government, and European bodies responsible for cross-border public health emergencies.

From the regional Government, formal requests for direct explanations have been made to the president of the state Executive and to the Minister of Health, demanding transparency and real-time communication about the criteria that have led to choosing the Canary Islands as a reference destination for the ship, despite the fact that some of the passengers have been redirected to the Netherlands. The Canary Islands officials insist that decisions must be informed by health criteria, institutional loyalty, and safeguarding public health, but they report receiving the news through the media before official channels.

The expected arrival of the ship at the secondary port of Granadilla has generated unease among mayors and local representatives, who demand that any disembarkation or transit of passengers, mostly asymptomatic after the evacuation of symptomatic cases in Cape Verde, be carried out only under strict protocols supervised by the competent health authorities and that minimize risks for the island population and the economic activity of the archipelago.

The institutional axis of the crisis has also moved to the European level. The Spanish Ministry has reported the activation of the European Civil Protection Mechanism, coordinated by the European Commission, which will involve both the repatriation of foreign passengers and healthcare assistance using specific resources, transport, and spaces, in close collaboration with the World Health Organization and the European Centre for Disease Prevention and Control. This multilevel coordination, designed for cross-border health emergencies, is being tested in a context where local governments demand greater prominence and decision-making capacity over operations in their own territory.

The case has also sparked public debate on whether the transfer of the ship and potential patients should have been facilitated more directly to the Netherlands or other destinations, instead of prolonging the uncertainty for three days until the Canary Islands. In parallel, institutional communication, fragmented and with information flowing drop by drop, has increased the pressure on administrations at all levels to strengthen coordination and anticipate scenarios for future international health crises.

The activation of the European procedure means that all evacuation, care, and repatriation will be done under EU-harmonized protocols, with the objective of guaranteeing both the protection of Canarian public health and the effectiveness in the care of passengers and crew of the MV Hondius. This deployment serves, at the same time, as a testbed for the real capacity for dialogue between the local authority, the State, and European structures when an emergency reaches the southern maritime border of Europe.
