The Minister of Territorial Cohesion of the Government of Navarra, Óscar Chivite, admitted this Thursday in the plenary session of the regional Parliament that the procedures to implement the truck toll on Navarra's high-capacity roads "are going much slower than intended" and reiterated that it will not be operational in the current legislature.
Responding to a question from UPN, Chivite explained that, "for the moment, progress is being made in the preliminary procedures for the tender of the control center, in the Iturrondo building, and the installation of the gantry on the A-1".
The head of Territorial Cohesion stressed that "we are facing a technical, administrative, legal, and economic challenge of great complexity that we want to resolve with all guarantees" and that "these circumstances make it impossible to implement the road usage fee during this legislature."
In this context, Óscar Chivite detailed that "the purpose of this legislature is, first, to approve the management and operating criteria of a company - the public company Nafarbide - which will be the one that handles the largest volume of money of all the companies within the Government of Navarra."
As a second objective, he pointed out that work is being done to "adapt the central office located in the Iturrondo industrial estate so that it can house the necessary facilities for the company's operation." "And third, to tender the control center and the actions for the gantry on the A-1," added the minister.
Chivite emphasized that "the control center constitutes the nerve center" of the system. As he explained, "from this centralized infrastructure, all information flows from the different equipped roads will be managed in real time, vehicle traffic information will be processed, the corresponding fee amounts will be calculated, and the correct functioning of all system components will be supervised."
On behalf of UPN, parliamentarian Yolanda Ibáñez censured that "a company has been created that has no activity and no income, although it does have two friends of the Socialist Party placed in it."
Ibáñez has maintained that Nafarbide "is a company created against technical reports that said it was not justified that the service would be more efficient than if the Administration provided it directly" and has recalled that "the Chamber of Comptos itself advises dissolving Nafarbide. This company does nothing but squander public money. If tolls are not going to be imposed before the 2027 elections, what does Nafarbide do?", he questioned, demanding the dissolution of the public company.
