CCOO and UGT have demonstrated this Thursday in front of the Ministry of Finance to demand the "full implementation" of the professional reclassification of medium and senior technicians of the National Health System (SNS), a measure that, they point out, is included in the Framework Agreement for an Administration of the 21st Century.
According to the unions, more than 2,000 people have attended the demonstration to ask the Minister of Finance, Arcadi España, to proceed with the "immediate transfer of the necessary funds to carry out the pending reclassification".
The union organizations denounce that it has been almost three years of "flagrant non-compliance" with Section IV of the Framework Agreement for an Administration of the 21st Century, which includes the implementation of the professional reclassification of medium and senior technician groups.
Both unions consider it "more than justified" to escalate mobilization with "forceful measures" aimed solely at making the Government of Spain "fulfill the commitments it signs with social agents".
In this context, they recall that, after the signing of the Framework Agreement for an Administration of the 21st Century, in October 2022, the Government had until the end of 2023 to proceed with the full implementation of the professional reclassification of medium and senior technician groups, considering the Third Transitional Provision of the TREBEP as completed and, therefore, the professional classification of article 76 of the TREBEP fully operational, which provided for the transfer of medium technicians from group C2 to C1 and senior technicians of the SNS from group C1 to B.
However, they indicate that, although the procedure to carry out said reclassification has been negotiated with the Ministry of Health and the Ministry of Public Function, the measure is "blocked" as financing, estimated at around 450 million euros by the Ministry of Finance, is still pending.
"Despite the numerous actions and mobilizations previously carried out by CCOO and UGT to comply with this Agreement, the Ministry of Finance has not unblocked this necessary economic item to carry out the reclassification of health technical personnel," they denounce.
For the moment, the unions have called a strike for medium and senior technical personnel of the SNS next Monday, May 25, although they do not rule out further mobilizations if what has been agreed is not fulfilled immediately.
