The Popular Group in the Parliament of Andalusia intends to put forward the current first vice-president of the Chamber and deputy for Cádiz, Ana Mestre, as the new head of the Parliament, replacing Jesús Aguirre. The latter would, in turn, be proposed by his party as a senator by autonomous designation. These moves are part of the adjustments in the Bureau of the Parliament derived from the agreement sealed last week between PP-A and Vox, which allowed the investiture of Juanma Moreno as president of the Junta de Andalucía.
Parliamentary sources from the 'popular' group consulted by Europa Press indicated this Friday that the PP-A plans to present Ana Mestre's candidacy for the Presidency of the Parliament once she has to resign from the first vice-presidency of the Chamber, a position for which she was chosen on June 11 and which she already held in the previous legislature. Under the government pact with Vox, that vice-presidency passes to said formation in the Bureau of the Parliament.
Thus, the plan is for Ana Mestre to cease to be the first vice-president of the Andalusian Parliament to be put forward as the new president of the institution, replacing Jesús Aguirre. He, for his part, would be appointed senator by the Andalusian Parliament, also at the proposal of the PP-A.
The president of the Junta de Andalucía, Juanma Moreno, had already announced this Thursday, in a press conference where he detailed the structure of the new Andalusian coalition government with Vox, that Ana Mestre (PP-A) will assume new "responsibilities" after leaving the first vice-presidency of the Parliament in application of the government pact between PP-A and Vox. In that context, he left the door open to a possible change in the Presidency of the Bureau of the Chamber, currently held by Jesús Aguirre.
The agreement signed by PP-A and Vox last week states that Vox will occupy the first vice-presidency of the Bureau of the Parliament and that the Popular Group will cede to this formation one of the five seats for senators by autonomous designation corresponding to it in the new legislature.
Consequently, Ana Mestre will have to leave the first vice-presidency of the Bureau of the Parliament for the person designated by Vox for that position, who will presumably be her deputy Beatriz Sánchez, to take office. This parliamentarian already sits on the governing body of the Chamber as a member, with the right to speak but not to vote.
Moreno had already announced new "responsibilities" for Ana Mestre
On this scenario, Juanma Moreno was asked this Thursday, who specified that in July —previsibly the 23rd— a Plenary session will be held in Parliament in which "changes will occur in the Board". He added that, in that framework, he maintains "an open conversation" with Ana Mestre, of whom he assured that, "without a doubt", she will assume new responsibilities, "because she is one of the most capable and prepared women there is" in his team and with whom he will "always count in different responsibilities", as he remarked.
Subsequently, he was questioned about the names that the PP-A will propose as senators by autonomous designation for this legislature, and specifically whether he considers that the current president of Parliament, Jesús Aguirre, will be among them.
Moreno answered that at the moment they are "debating" which four senators the Popular Group will propose, although he warned that the proposal "will be very linked to the events that also happen with the Board of Parliament and with other decisions, also, that are adopted at the second levels of government".
The president of the Junta stressed that his immediate priority was to launch the new Government, for which he has already taken the first step with the appointment of the councilors. He added that "throughout next week and the following one" other pending issues will be resolved, with the idea that "all of them" will be dealt with during this month of July.
Moreno aspires to have the teams of the councilors, with their vice-councilors and general secretaries, configured before the end of the month, as well as the territorial delegates of the Junta in the different provinces appointed, in addition to closing the changes in the Board of Parliament and the designation of the autonomous senators, as he detailed.
"What is clear is that we will leave on July 31st with all of this already closed, so that on September 1st we will begin with an absolutely consolidated Government, with full powers and at full capacity," promised Moreno.
Next Wednesday, July 15th, a meeting of the Board of Parliament and another of the Spokespersons' Board is convened, in which the agenda for the Plenary session planned for the following week could be set. In that plenary session, both the modifications in the Board and the election of the senators to be designated by the Andalusian Parliament could be addressed.
