Francisca Muñoz, wife of the former secretary of Organization of the PSOE Santos Cerdán, was incorporated into the staff of a company through "a business network" in which Antxon Alonso, partner of the former socialist leader, was involved, and she was dismissed "just one day later" after the arrest of the former ministerial advisor Koldo García, according to the Central Operational Unit (UCO) of the Civil Guard.
This is stated in the asset report on Cerdán prepared by the UCO, which has been accessed by Europa Press and which has been sent to the magistrate of the National Court Ismael Moreno, instructor of the 'Koldo case'.
The investigators detail that they have detected "income during the years 2023 and 2024" in the accounts of Cerdán and his wife for a total amount of 18,730.15 euros "as salary" coming from the company Lorgen Genética Proteomica.
In the document, the agents explain that Muñoz "was hired by Lorgen" in February 2023 as an administrative assistant and "at the request of an external collaborator."
From the report, it follows that this collaborator requested the company to "hire Muñoz, since the company Universal Scale World could not hire her due to family incompatibility issues."
"In exchange, so that this operation would not generate costs for Lorgen, it was agreed that Universal would hire a worker" from the first company, the UCO points out, "maintaining identical conditions of professional category and remuneration as those assigned to Francisca Muñoz."
As support for this mechanism, the UCO indicates that the sole administrator of Lorgen "provided a document in which what was explained regarding the change of employees is reflected" and in which "it clarifies that Muñoz has never worked for Lorgen, and that he does not know or has had contact with her at any time."
Regarding Universal Scale World, the UCO specifies that, based on inquiries from open sources, "it has found out that at the time of its incorporation it was managed by another company called Active Random Design," initially represented by the administrator of Lorgen himself.
Two months later, according to the same report, it came to be managed by the company CEMSAL, "declaring as sole partner the company Next Generation Caliope Innova," which was administered by Antxon Alonso from September 23, 2022, to November 19, 2025.
The Civil Guard emphasizes that Muñoz "was dismissed on February 21, 2024, just one day after the arrest of Koldo" in the context of the proceedings opened against him and other people in the National Court.
"Consequently, a business network in which Alonso --Cerdán's partner-- and people related to him societally participated would have been used to, under the guise of a labor contract, send Cerdán's wife a monthly allowance of around 1,300 euros, amounting to a total of 18,730.15 euros," concludes the UCO.
In this same report, the agents detail the annual progression of the economic earnings of the former socialist leader and his family environment, "reaching their peaks between the years 2019 and 2023," a stage that encompasses both the so-called "ministerial stage" of José Luis Ábalos as head of Transport, when Acciona was awarded works under investigation, and the "post-ministerial stage," in which Cerdán assumed the Organization Secretariat of the PSOE in place of Ábalos.
