The Council of Ministers has approved this Tuesday to grant, posthumously, the Grand Cross of the Order of Civil Merit to the Secretary of State for Housing and Urban Agenda, David Lucas Parrón, who passed away on July 20. The recognition is awarded for his work in defending the constitutional right to adequate housing and for his contribution to the improvement of public services.
As noted by the Ministry of Housing and Urban Agenda, the Government intends with this decoration to emphasize Lucas's contribution to the protection of the rights of the social majority, as well as the legacy of reforms, public policies, and agreements that, according to the Executive, will have a direct impact on the lives of thousands of families by facilitating effective access to adequate housing.
The department headed by Isabel Rodríguez highlights that Lucas embodied "the best version of public service" thanks to his commitment, perseverance, and ability to reach consensus in defense of the general interest. These qualities defined his career both in the legislative and executive spheres and were also reflected in his role as a teacher.
The Ministry also recalls that in his last professional stage he focused his efforts on the right to housing. In this field, he led the drafting and approval of the first State Housing Law of democracy, the freezing of rents in various territories where more than nine million people reside, the implementation of three state housing plans, and an investment of 5.5 billion euros in this area through the Recovery Plan, among other measures.
An extensive career in the service of the Administration
Doctor of Law from Carlos III University of Madrid and specialist in Public Law of the State, David Lucas developed a long institutional career. Throughout his career, he held, among other positions, the Secretary of State for Transport, Mobility and Urban Agenda, the General Secretariat of Urban Agenda and Housing, the Mayor's office of Móstoles, and a seat in the Senate for Madrid.
Since 2023, he served as Secretary of State for Housing and Urban Agenda, a responsibility from which he promoted the main initiatives in housing policy that the Government now highlights by granting him this posthumous distinction.
