The Valencian Generalitat presents budgets tied up with Vox: 33.3 billion without "national priority"

The budgetary pact between the Consell and Vox elevates spending in Health and Education to record figures

The Consell presented this Friday the budgets of the Generalitat Valenciana for 2026 after closing an agreement with Vox that guarantees their approval in Les Corts before the end of July.

The accounts amount to 33.3 billion euros, one billion more than the previous year, and are marked by increased spending on Health and Education, growth in debt, and several concessions to Santiago Abascal's party.

The president of the Generalitat, Juanfran Pérez Llorca, defended the accounts at a press conference as "the highest budgets in the history of the Valencian Community" and highlighted investment in public services.

Health and Education account for the largest spending

Health will once again be the main budgetary department, with more than 9.4 billion euros, while Education will have 7.74 billion, nearly 500 million more than in 2025.

This is one of the largest increases in the regional budget and comes at a particularly delicate time for the Consell, with the indefinite teachers' strike already entering its third week and wounds from the DANA not yet healed.

During the presentation of the accounts, the regional Executive insisted that the budgets include part of the commitments reached with the unions CSIF and ANPE, especially regarding salaries.

The Minister of Finance, José Antonio Rovira, assured the media that Valencian teachers will become "among the best paid in Spain".

Educational infrastructure and Edificant plan

The educational area will also incorporate a strong investment in infrastructure. In total, the Generalitat will allocate 372 million euros to improvements in schools.

Of this amount, 229 million will go to the Edificant plan, 32 million will be invested in air conditioning for schools, and 10 million will be reserved for small works and improvement actions.

The Consell thus seeks to respond to one of the main demands of the educational community regarding the deterioration of infrastructure and high temperatures in classrooms.

Debt soars

One of the chapters that grows the most in the 2026 accounts is dedicated to the payment of public debt.

The Generalitat will set aside 7.216 billion euros to meet maturities and interest, which represents an increase of 1.235 billion compared to the previous year, an increase of almost 20%.

With these figures, debt becomes the third major area of spending for the regional administration, only behind Health and Education.

Less funds for the dana

In contrast to the large social allocations, the budget reduces the amounts allocated to the dana and emergencies.

The so-called "dana layer" will have 1.3 billion euros this year, compared to the 2.4 billion euros budgeted in 2025.

The Consell maintains, however, a specific section for actions arising from emergencies and reconstruction.

"National priority" and the AVL

During the question and answer session at the press conference, José Antonio Rovira denied that there is currently a direct cut in subsidies to unions and employers, one of Vox's main demands during the negotiation.

"It is another matter what Les Corts decide," the regional leader hinted, leaving the door open to changes during the parliamentary process.

Rovira also confirmed that the Valencian Academy of the Language (AVL) will see its budget increased "a little," specifically by around 4%, despite Vox's recurring criticism of the regulatory institution of Valencian.

Another issue that loomed over the appearance was the so-called "national priority", a measure promoted by Vox to give preference to Spanish citizens in aid.

The minister acknowledged that this demand is not reflected in the budgets, although he left the door open to incorporating it later through the accompanying law or future regulations.

"Here it is about numbers and accounts," Rovira stated, also defending the concept from the idea of "roots".

The Consell avoids talking about the end of the legislature

Asked whether these could be the last accounts of the legislature, Rovira avoided speculation.

"These are the budgets for 2026," the minister replied, recalling that the next regional elections are scheduled for May 2027, barring an early election.

However, he assured that the Valencian government will begin working on the next budgets "as the law requires."
