The Parliament will face this Wednesday the debate and the final vote on the law for the protection of direct professional agriculture, which is expected to move forward thanks to the support of the groups that promoted the measure: PSC-Units, Junts, ERC, PP, Comuns and CUP.
This will be the last plenary session before the general elections of 29N. The session will begin this Wednesday at 9 a.m. with the usual control session of the president of the Generalitat, Salvador Illa, and the Govern, and will continue until Thursday afternoon, when the various motions registered by the parliamentary groups will be voted on.
After the control session, the debate and the vote on the professional agriculture law will be addressed, as well as the amendments to the articles presented by Vox and Comuns during its processing.
Content of the professional agriculture law
The measure aims to strengthen farms managed directly by professional farmers whose size does not exceed that of a small business.
The articles specify the requirements for these farms to obtain such status, both if they belong to natural persons and to legal entities, and determine that they will be priority recipients of public policies and programs, in addition to providing them with "favorable" tax treatment.
Among other provisions, the initiative contemplates that administrations grant priority to these farms in the allocation of agricultural land of public ownership, in access to subsidized agricultural insurance, in training, and in aid intended to modernize production structures or facilitate the incorporation of young people into farming.
The law also establishes this preference in policies to promote innovation, digitalization, the diversification of activities, and adaptation to climate change. Likewise, the proposal grants preferential treatment to farms in which the majority of participation and management or direction falls on young people or women, with specific priority for young women.
Control session of the Govern
The control session will begin with questions about political current affairs that the 8 parliamentary groups will direct to Illa, and will continue with the questions raised to the rest of the Govern members.
The PSC will question the ministers about the security device in the face of the “Blocus” calls and about entrepreneurial activity; Junts will focus its questions on the infrastructures, the executive’s financial situation and the defense of the business fabric; ERC will address the situation of the automotive industry and the health system, while the PP will ask about the “lack” of security in Catalunya and the reform of the administration of the Generalitat.
Vox will be interested in the “security crisis” in Catalunya; Comuns will formulate questions about the policies of the Department of Business and Labour, and the CUP will do so about the functions of public energy in order to deal with the cost of energy.
Institutional statements, interpellations and motions
Before the Wednesday pause at midday, it is planned that the Parliament will read two institutional statements: one relating to unwanted loneliness and the other on the occasion of the 50th anniversary of the Associació Catalana de l'Hemofilia, driven by PSC, Junts, ERC, Comuns and CUP.
During Wednesday’s session, the Chamber will address 9 interpellations (2 from Junts, 2 from ERC, 2 from the PP and one from the PSC, Comuns and CUP, respectively), while on Thursday the debate and the vote on 7 motions will take place (two from Junts and one from ERC, PP, Vox, Comuns and CUP each).
