The Table of the Parliament of Andalusia has given the green light to a budget modification through the generation of credits with the aim of strengthening the item "Refundable advances to staff" and ensuring that it has sufficient funds available, by incorporating an additional 96,000 euros to "cover the needs that may arise until the end of the 2026 financial year."
This agreement, dated October 28 and consulted by Europa Press after its publication in the official bulletin of the Parliament of Andalusia, recalls that the budget of the regional chamber for the year 2026 initially allocated to application 831.08 "Refundable advances to staff" a credit of 225,000 euros.
The document itself warns that "the number of loan applications submitted throughout the financial year, as well as the foreseeable ones during the last quarter of the year, show the possible insufficiency of the available credit in that application," which has prompted the need to expand resources.
The regulation of these advances dates back to February 2001, when the Table of the Parliament approved "the regulation of the granting of refundable advances to the staff of the Chamber, establishing as the maximum amount to be granted that of 6,000 euros, with a maximum amortization period of 48 months."
Subsequently, almost 25 years later, on September 24, 2025, and "in view of the time elapsed since the aforementioned regulation," it was decided to update those conditions, expanding both the maximum amount and the repayment period, which were set at 9,000 euros and 60 months, respectively.
The latest agreement of the Table also specifies that, during the current financial year, the "corresponding amortizations of the loans granted both in previous financial years and in the current financial year" are being carried out "simultaneously." Between January and September 2026, repayments under this heading have reached 75,123.35 euros for "loans granted in financial years prior to 2026," and 21,575 euros for loans formalized in the 2026 financial year itself.
These amounts have been submitted "to the corresponding accounting processing and applied to the Parliament's income budget in applications 380.99 'Other repayments from closed fiscal years' and 821.00, 'Transfers for repayable advances', respectively", as detailed in the same order, which argues that "it is appropriate to process a budget modification through credit generation, charged to the repayments produced by the amortization of outstanding loans, in order to allocate the expense application 831.08 and provide coverage for the needs that might arise until the end of the fiscal year".
Consequently, the Board of the Parliament has resolved to "authorize the generation of credit, charged to the repayments produced by the amortization of outstanding loans, in the amount of 96,000 euros", and "approve the posting in the budget application" of "Repayable advances to staff" for that same amount, thereby reinforcing the availability of funds to meet staff advance requests up to the close of the 2026 fiscal year.
