The plenary session of the Parliament has given the green light this Thursday to an initiative that urges the Government to ensure that any artificial intelligence system or tool used by the Mossos d'Esquadra for tracking, predictive surveillance, biometrics, massive data analysis, or behavior study "is subjected to reinforced democratic supervision."

The proposal, promoted within the framework of a motion by the Comuns, was approved with the support of PSC-Units, Junts, ERC, Comuns, and the CUP, while Vox voted against it and PP and Aliança Catalana abstained. The text calls for this independent and periodic supervision to be materialized through public reports and by sending information to the Parliament itself.

Likewise, the Generalitat is asked to prepare an inventory and a public audit of all current technological contracts of the Catalan administration with companies linked to AI, massive data analysis, and surveillance corresponding to the last three months, as well as another complete audit of the last two years detailing the AI models used and their main characteristics (type of code, training...).

The agreement also calls for mandatory clauses to be incorporated into public technology procurement documents that ensure compliance with European, Spanish, and Catalan regulations, in addition to guaranteeing that Catalan is available in the systems with which citizens interact when dealing with the administration.

Finally, the text proposes that the Government promote and lead a Catalan strategy for digital sovereignty and technological autonomy, with measures for protection, cybersecurity, and the guarantee of continuity of public services, aimed at developing its own technology that can be made available to companies, universities, and research centers in Catalonia.
