The Council of Ministers has agreed this Tuesday to authorize a credit supplement for the Autonomous Agency State Public Employment Service (SEPE) for a total of 25,000,000 euros, to support hiring plans for unemployed people that will be carried out by different bodies of the General Administration of the State (AGE) in Ceuta and Melilla.

The request for these funds by the SEPE is framed within the "Direct management reserve State Public Employment Service. Management of services and programs of active employment policies in collaboration with AGE bodies. Employment opportunities and promotion of hiring (EJE 3)".

As the explanatory memorandum sets out, with charge to the budgetary subitem 400.00, subsidies are awarded so that the AGE bodies can cover projects aimed at hiring people out of work in order to carry out works and services considered of general and social interest.

Regulatory framework and management of the aid

Within this framework, Royal Decree 818/2021, of 28 September, which regulates the common activation programs for employment of the National Employment System, sets out the essential elements and, in its Article 1, provides that these programs may be applied and, where appropriate, developed in their non-essential aspects by all the members of the National Employment System.

Thus, it is for the Ministry of Labour and Social Economy to define the regulatory bases for the granting of the subsidies intended to finance the programs managed by the SEPE in the territorial scope of Ceuta and Melilla, as well as the subsidies paid with charge to the credit reserve included in the expenditure budget of this autonomous agency.

SEPE call and financing

At the same time, the SEPE carried out a call for subsidies aimed at financing the job placement program through works and services of general and social interest, in collaboration with AGE bodies in Ceuta and Melilla, with charge to the SEPE Expenditure Budget and for an amount of 25 million euros.

As a result, the proposal for this credit supplement was submitted, financed with the SEPE’s unallocated cash surplus, the approval of which corresponds to the Council of Ministers, in accordance with the provisions of Articles 56 and 61 of the General Budgetary Law 47/2003, of 26 November.
