The Ministry of Digital Transformation and Public Function has conveyed this Tuesday to CSIF, CCOO, and UGT that it maintains the commitment to apply a salary increase of 4.5% to public employees starting from January 1, 2027, in line with what was included in the framework agreement signed by both parties last November.
The three unions have reported this guarantee after the meeting held with the Ministry within the framework of the monitoring commission of the agreement, where an accumulated increase in the remuneration of more than three million public workers of 11% for the period 2025-2028 was set.
This 11% improvement in remuneration until 2028 is distributed in an increase of 2.5% in 2025; 1.5% in 2026, with a possible additional 0.5% linked to the evolution of the CPI; 4.5% in 2027 and 2% in 2028.
For the current fiscal year, the fixed increase of 1.5% already applied will be added to another 0.5% if inflation at the end of the year equals or exceeds that 1.5%. Given that forecasts point in that direction, this extra 0.5% will also be paid in 2027, during the first quarter, and with retroactive effects.
The union organizations demand that the 4.5% increase set for 2027 and ratified today by the Executive be definitively approved before the general elections on November 29.
At the same time, union sources have indicated that the Department headed by Óscar López is working, along with the autonomous communities, on a reform of Article 10 of the Basic Statute of Public Employees to specify in the law what is understood by abuse of temporality. In addition, it is proposed to introduce sanctions, including the dismissal of those responsible for administrations that incur in non-compliance.
