The Ministry for the Digital Transformation and Public Function has approved this Thursday a resolution that will transform the system of commercial calls in Spain. As of October, calls of this type must be made exclusively from numbers that begin with the prefix 400, with the objective of improving identification and reinforcing protection against telephone fraud.

The measure, announced within the framework of the AMETIC AI Summit 2026, establishes that these numbers will be unidirectional, that is, they will only be able to make calls, without the possibility of return by the user, which seeks to avoid returns to possible fraudulent lines.

The minister for Digital Transformation and Public Function, Óscar López, has defended the decision as a key step to order commercial communications and reduce the impact of misleading practices. As he has explained, the measure will allow citizens to clearly identify when it is an advertising call.

Automatic blocking of unauthorized calls

The regulation obliges operators to block all commercial calls that do not use the 400 numbering once the system comes into force, within a period of six months.

This initiative gives continuity to the Customer Service Law (SAC), which already provided for the creation of a specific identifier for this type of communications, and is framed within the governmental plan against telephone scams.

More controls also in customer service

In parallel, the Ministry has reinforced the rules regarding customer service calls, which must be made exclusively from numbers 800 and 900 or geographic lines, the use of mobile numbering for these services being prohibited.

In addition, the Executive is working on an official database to validate SMS identifiers, with the aim of curbing identity theft by scammers. According to the Government, the current system has already allowed to block hundreds of millions of attempts of telephone and messaging fraud.

Users will also be able to request the disconnection of this type of calls and report possible non-compliance before the Office of Attention to the Telecommunications User (OAUT) or the CNMC, which will supervise the compliance with the regulations.
