The PSOE plans to defend next week in the Plenary Session of Congress a proposal aimed at strengthening control, transparency, and supervision systems in the awarding of protected housing, as well as safeguarding the permanent nature of these types of properties. With this, it seeks to avoid irregular practices in these processes, such as those that allegedly occurred in municipal governments of the PP in cities like Alicante, Málaga, Alzira, or Logroño.
"These actions by PP governments erode citizen trust and make socialist action essential to reinforce public guarantees," maintains the PSOE in the text of the initiative, incorporated into the draft agenda for the next plenary session, which Europa Press has accessed.
The initiative demands that the allocation of protected housing be subject to a "clear and objective" procedure that guarantees transparency, based on criteria that ensure public competition and give priority to individuals or family units registered in public registries, respecting the order listed in said lists.
Permanent protected housing and without speculative use
Likewise, the PSOE proposes that protected housing be used "exclusively" for habitual residence and remain occupied during the minimum periods set in the applicable legislation and regulations, or for temporary accommodation provided for by regulation for cases of emergency or seasonality, always with express authorization from the competent administrations.
The text also proposes to permanently shield protected housing, so that housing built or acquired with public aid, tax benefits, or located on public land retains its protection status and cannot be declassified as long as the land classification is maintained.
Among the additional measures are the creation and maintenance of public registries of applicants; the promotion of oversight and control mechanisms through new institutional surveillance tools; the development of an inventory of the existing public housing stock and protected housing; the detailed identification of available public land with residential potential; and the audit of the awards and sales of public land made in the last three years, in order to detect and correct possible irregularities.
