The Congress Bureau has decided to provisionally suspend the press accreditations of Vito Quiles and Bertrand Ndongo. The body has opted to apply art. 56.2 of the Law of Common Administrative Procedure of Public Administrations (LPAC). This rule provides that an administration (the Congress) adopts provisional measures before formally initiating an administrative procedure, provided that "there is a situation of unavoidable urgency and it is necessary to provisionally protect the affected interests".

Consequently, starting tomorrow, neither of the two activists will be able to enter the Lower House. The measure applies immediately, pending the resolution of the numerous reports that both Quiles and Ndongo have open. The decision has been approved thanks to the support of the PSOE and Sumar, for their part, the PP has opted not to vote.

The precautionary measure allows for an initial withdrawal of accreditation for 15 days extendable, but within that period the deadline for allegations from both activists will have already passed, and therefore, the Board will have already made a decision on the three proceedings that are in the final phase.

Specifically, these cases refer to the files opened against Quiles for recording the President of the Government, Pedro Sánchez and former president José Luis Rodríguez Zapatero with his mobile phone as they left two events last November, and against Ndongo for interrupting Verónica Barbero's press conference also that same month.

Background

In less than ten months since the new accreditation regulation came into effect, Quiles has accumulated eight open files, two of them already with a proposed sanction and pending final appeals. For his part, Ndongo has three open files, one with a proposed sanction in the appeals phase.

Presidency sources insist that all procedures are being carried out "with full respect for the guarantees" provided for in the Chamber's regulations, the Constitution, and current administrative legislation. Accordingly, until definitive resolutions are issued, the precautionary suspension will remain active with the objective, according to these sources, of protecting "both information professionals and deputies, and especially female deputies who carry out their work in the institution."
