The Plenary Session of Congress decided this Tuesday not to admit for processing a bill registered by Vox to modify the Organic Law of the General Electoral Regime (LOREG), with which it sought that suffrage cast by correspondence be counted in different ballot boxes with the argument that this would "reinforce the prevention of electoral fraud".
The initiative only obtained the support of Vox and the rejection of the rest of the parliamentary formations, which maintain that the current postal vote system does not pose risks of fraud and that a separate count could compromise the confidentiality of these votes, especially in smaller municipalities.
In its text, Vox proposed to amend article 88.2 of the LOREG so that the president of the Electoral Board deposits the envelopes received by mail "in a separate ballot box" from the one that collects in-person votes, after previously verifying compliance with legal requirements and the correct registration of the elector in the census. Today, these votes are incorporated into the same ballot box where ballots cast in person are placed.
In addition, Santiago Abascal's party proposed to modify article 97.2 in order to, when proclaiming the result of the scrutiny aloud, the president of the Board details the number of registered electors, provided census certifications, voters, null ballots, blank votes, and support obtained by each candidacy, "both in an aggregated manner and differentiated for in-person voting and postal voting".
