The Plenary of the Senate resumes its activity starting at 09:00. First, the Plenary of the Upper House debates the censure of the Third Vice President of the Government and Minister for Ecological Transition and the Demographic Challenge, Sara Aagesen, for, among other reasons, the management of the blackout on April 28. The 40th anniversary of the approval of the General Health Law will also be addressed, with a view to defending public healthcare. Finally, the Plenary debates an initiative to guarantee decent living conditions and wages, as well as to combat the housing access crisis and move towards fiscal sovereignty in Catalonia.
Furthermore, the Senate takes direct cognizance of four international treaties. Specifically, the following will be debated:
- Agreement between the Kingdom of Spain and the Sultanate of Oman on reciprocal exemption of visas for holders of diplomatic, special and service passports, done in Madrid on November 5, 2025.
- Exchange of Notes constituting an Agreement between the Kingdom of Spain and the United States of America, concerning the extension of the tax privileges regime to the administrative and technical personnel of the Diplomatic Missions of both countries, done in Washington on May 21 and 28, 2025.
- Convention between the Kingdom of Spain and the Principality of Andorra for the realization of a 220 kV electrical interconnection, done in Belem on November 18, 2025.
- Host Country Agreement between the Kingdom of Spain and the Secretariat of the Union for the Mediterranean, done ad referendum in Barcelona on November 28, 2025.
