The Government finalizes the Regulation of the Digital Social Card

Eight years after the creation of the Tarjeta Social Digital (TSD), the Government finalizes its regulatory development. Foreseen in the General Budgets of 2018, it materialized in 2019, but gained great relevance with the implementation of the Ingreso Mínimo Vital (IMV) in 2020 (which required effective coordination between administrations).

Now, the Ministry of Inclusion, Social Security and Migration has put to public hearing the Royal Decree by which the Regulation is approved that specifies its content and uses. Allegations may be submitted until next April 24.

With the approval of this regulation, the TSD will definitively replace the old Public Social Benefits Register, integrating all its information into a single system managed by the National Social Security Institute. If the deadlines managed by the Government are met, the rule would come into force next June 30. 

DIGITAL SOCIAL CARD

The Digital Social Card was born with the objective of helping the citizen through the reduction of administrative burdens and simplification of procedures in accessing social benefits. Especially, for the recognition of rights and granted aid.

For its part, for administrations, this tool offers a complete vision of the social protection that each citizen receives.

There are two access routes: through the Digital Social Card web portal or through the mobile application, available on both iOS and Android.

Updated information

The standard standardizes the obligation of the State, CCAA and city councils, mutuals and public bodies to share data in a coordinated and continuous manner. The TSD integrates into a single system all information on public social benefits (contributory and non-contributory, for unemployment, pensions, IMV...) and relevant personal situations (income level, degree of disability, degree of dependency, large family...).

Regarding the initial data, its update must be, at a minimum, monthly. With respect to the "subjective" data, the citizen can request its update or rectification, and the changes will be reflected on their card after its verification.

Alert system

One of the main benefits of the TSD is to offer the administration a panoramic view of the benefits, supplements or payments that each citizen receives. In this regard, the regulation on which the Government is working foresees an automatic alert system that detects incompatibilities, duplicities or relevant changes (such as deaths) and that will notify the pertinent administration for its correction. Until now this issue depended on the degree of data integration between entities and on occasion led to lack of protection.

On the other hand, from the Executive they contemplate this tool as an opportunity to improve and refine public policies. The processing of data for statistical purposes, will allow to integrate social and economic variables and obtain a social radiography that adjusts ealmente to reality.
