The president of the Generalitat, Salvador Illa, has pointed out that one of the main challenges facing Raúl Moreno as the new conseller of Social Rights and Inclusion will be to achieve that Catalunya assumes more competencies in immigration matters: "I would like this to happen and, if it happens, it will also be an essential element to work on prioritizing from this Departament".
This was stated on Wednesday in the Parlament, during his appearance at his own request to explain the change at the head of this conselleria, the first change in the Govern that he formed in August 2024.
Regarding the possibility that the Govern has more powers in immigration, Illa emphasized that he is working to make it a reality, despite it being an initiative promoted by Junts in Congress. "The Govern and my group support it," he stated, before expressing his confidence that the transfer can be realized in the coming months.
The president also pointed out other priority lines for the new stage of the Departament: the management of the Minimum Vital Income, the review of the service portfolio, the deployment of the law of the third social sector, and the fight against homelessness: "We have discussed it with the conseller in the first meeting we have had. It is an important issue that we must address because it is the moral thermometer of Catalan society".
Illa has emphasized that, until now, the conselleria of Social Rights has promoted the reform of the Dgaia, the salary equalization of social sector professionals, the creation of 3,200 new residential places, and the development of the Pla Cura, which modifies the processing procedure for dependency aid, among other actions.
"HIGHLY SIGNIFICANT ROLE"
During his speech, Illa wanted to acknowledge the work of the previous consellera, Mònica Martínez Bravo, for the years dedicated to public service and the general interest: "For me, it has been a pride," he said, reiterating, as he did on Monday when announcing the change, that this is a change of person at the head of the Departament, but not of political orientation.
"It is a change of conseller, not a change of policies. And this means that this Departament will continue to have a very relevant importance in the Govern, like all. The direction of the Govern is shared prosperity, and in the area of sharing prosperity, Social Rights and Inclusion has a highly significant role, which it will continue to have," he expressed.
"STABILITY OF THE TEAMS"
When detailing the reasons that led him to choose Moreno, Illa explained that he has valued his personal competence, his integrity, and his trajectory, as well as the willingness to maintain the plurality and transversality of the Govern in territorial, gender, ideological, and teamwork terms.
He added that, specifically, he wanted to reinforce stability and ensure continuity in the deployment of the policies of a ministry in which Moreno had been serving until now as secretary general: "One thing is to be flexible and another thing is to be inconsistent. Inconsistent, in my Govern, few. There is a clear course, there is a clear direction, and therefore I have bet, yes, on the stability of the teams".
