PP and Vox harden access to protected housing in Castilla y León with long registrations, more anti-fraud controls, and specific aid for young people.

The next Executive of Castilla y León, the result of the pact between PP and Vox, will implement the obligation to prove 10 years of residency registration in the autonomous community and in Spain to be able to acquire protected housing, as well as a minimum of 5 years to opt for social rent. This condition is included in measure 15.15 of the government agreement signed this Wednesday by both parties, focused on access to protected housing and social rental.

Both parties have agreed on a model for access to protected housing and social rent based on the principle of "national priority" and adjusted to current regulations, in order to guarantee that public resources are preferentially allocated "to those who maintain a real, lasting, and verifiable connection with the territory".

The document establishes that this system will be articulated around the requirement of effective and prolonged roots, proven by the history of residency registration in Castilla y León and in Spain (at least 10 years for purchase and 5 for rent), and the exclusion of those who have been convicted in the last five years for crimes of unlawful entry or usurpation of housing.

"The same will happen when a firm administrative resolution has been issued against them ordering the recovery and/or administrative eviction for occupation without title of another publicly owned dwelling," the agreement specifies.

The text also contemplates reinforcing the criteria of economic, social, family, labor, and educational ties "as elements that demonstrate the effective and affective relationship of the applicant with the territory" with the purpose of ensuring residential stability, retaining population, strengthening social cohesion, consolidating life projects, facilitating the return of Castilians and Leonese who were forced to emigrate due to lack of opportunities, and reducing excessive turnover in the housing stock.

"For these purposes," they explain, "the contribution and work activity trajectory, the existence of first-degree relatives residing in Castilla y León, as well as any other criterion that proves a real and lasting connection of the applicants with the Community, will be valued, at least, subject to legality."

In the scales, the most vulnerable groups will be prioritized in the face of the current housing crisis: young people under 36 years of age, new family nuclei, large families, family units with dependent persons, people with disabilities, those who lack housing solutions, and households living in overcrowded conditions.

Likewise, PP and Vox plan to eliminate those criteria that, in their opinion, encourage social uprooting or alter the correct distribution of public resources allocated to housing.

Control of registration and fight against fraud

In point 15.21 of the agreement, the implementation, before June 2027, of a Service for Verification of Benefit and Registration Fraud and Effective Residence is announced, in coordination with the city councils, "as a key instrument to combat fraudulent use of registration and undue access to public aid, protected housing, and social benefits".

As detailed by PP and Vox, among its main functions will be the detection of simulated registrations, the verification of effective residence, cooperation with municipalities through the signing of specific agreements, and the implementation of inspection actions when there are indications of fraud.

"The service will play an active role in the identification and dismantling of organized networks and mafias that operate through the overcrowding of homes and the so-called 'patera flats'," the text adds.

More investment, aid for young people, and new social housing

In the area of housing policy, the pact includes raising investment in this chapter by 80 percent and designing, from 2027, new measures aimed at people up to 40 years of age, with tax bonuses and programs that facilitate access to ownership.

PP and Vox also commit to expanding, from the first budget, the line of guarantees of the "My first home" program for young people to 20 percent of the mortgage credit, compared to the current 17.5 percent, with the aim that they can finance 100 percent of the loan. In addition, they plan to discount up to 30,000 euros from the purchase price of public housing in rural areas for young people, in collaboration with provincial councils.

Among the agreed measures are also the implementation of a safe rental program, the reinforcement of rental aid, and the creation of a Public Land Bank. The agreement contemplates, for 2027, the launch of a "VPO Project Accelerator Unit" responsible for the preferential processing and administrative streamlining of developments exceeding 50 protected housing units, in order to shorten deadlines, improve management, and accelerate the market entry of affordable housing.

Finally, throughout the legislature, the construction of at least 5,000 protected housing units will be promoted through public-private partnership formulas, with the intention of genuinely increasing the available housing stock and meeting existing demand. These developments must be carried out under criteria of efficiency, cost containment, and administrative speed.
