The Andalusian Ombudsman has made public a resolution in which it communicates the filing of the ex officio complaint initiated in December 2022 and developed during 2023. This action was directed at the already disappeared Ministry of Educational Development and Vocational Training, after "becoming aware of different non-compliances that had been occurring regarding the withdrawal or elimination of elements contrary to the democratic memory" in municipalities with more than 20,000 inhabitants.
Among those possible non-compliances were several educational centers whose name "could be contrary to the historical and democratic memory of Andalusia." This list included the Secondary Education Institute (IES) Miguel Sánchez López, in Torredelcampo (Jaén); the Early Childhood and Primary Education Center (CEIP) Augusto Santiago Bellido, in Vélez Málaga (Málaga); the IES Tolosa, in La Línea de la Concepción (Cádiz), as well as the CEIP Coca de la Piñera and Alfonso de Orleans, in Utrera (Sevilla).
According to the resolution, on May 18, 2026, the Ombudsman's institution received a report from the Commissioner for Concord in which it indicates, after three and a half years, that "the expansion of the content of its request is being collected, adding to it the well-founded reasons why it is considered that such names could be contrary to the democratic memory."
The document from the Commissioner also specifies that "in the same way --the Ombudsman of the Commissioner collects-- in the case that the educational centers are named after a person, information about the biography of that person is being studied to know if they had a connection with the educational world that could have motivated the naming of the educational center after them."
In response to this reply, which comes after more than three years since the opening of the complaint, the Ombudsman's office reproaches that "this prior work by the Commissioner for Concord could have already been carried out throughout 2023 and be concluded, and not let these three years pass until the technical committee was constituted."
In its resolution, the Ombudsman maintains that, "having exhausted the processing of the present file initiated in 2023, we consider the actions concluded without prejudice to the fact that within three months we proceed to carry out a follow-up on the compliance with the agreed measures."
In the official complaint opened in 2022, the Ombudsman had requested "to know the relationship of educational centers in each province whose name can be considered contrary to the laws of democratic memory; if in case of doubt about any name they have addressed the technical committee to resolve these files and in that case the relationship of the same and the response given; and the actions that have been taken to address the name change and the status of processing of the same."
