Ukrainians inspire the world with their courage. Their resilience calls for our full support. I have just been to Kyiv, alongside EU Foreign Ministers, determined and united in our support for Ukraine. Here are some key highlights of our visit: 🔹 Accountability – in the morning, we visited Bucha to mark four years since its liberation. Bucha exposed the systematic brutality of Russia’s war. There can be no just and lasting peace without accountability for Russia. This is why the EU is advancing the establishment of a Special Tribunal for the crime of aggression. 🔹 Sanctions against Russia – The way to end this war is to confront Moscow, not reward it. The 20th sanctions package is ready to go, and we will tighten the net further, especially around Russia’s shadow fleet. We must also continue to cripple Russia’s military industrial complex. 🔹 Financial support – we provided an additional €80 million to Ukraine, drawn from the profits of Russian frozen assets. 🔹 Defence industry – Ukraine’s defence industry is innovating at extraordinary speed. Its expertise in drone defence is second to none. That’s why we are investing in Ukraine’s capabilities. There is a clear case for integrating Ukrainian companies even more deeply into Europe’s defence industry. 🔹 Generators – Ukraine’s railways have become prime targets for Russian attacks. Electricity sources have been hit a lot. That is why I was pleased to deliver additional electricity generators for Ukrainian Railways. This was part of a broader package worth €1.4 million to support Ukrainian Railways. 🔹 Ukraine’s veterans – The EU is also expanding support for the rehabilitation and reintegration of Ukrainian veterans into civilian sectors in Ukraine. Bucha has come to symbolise the cruelty of Russia’s war. Of the civilians killed, many were shot at close range. Some with their hands tied behind their backs. Four years after these mass killings, we remember the victims. What happened here cannot be denied. The EU is committed to ensuring that these crimes do not go unpunished, including by supporting the Special Tribunal for the Crime of Aggression, alongside the Claims Commission. We’ve just concluded our G7 Foreign Ministers’ meeting at Abbaye des Vaux-de-Cernay, hosted by France as current G7 President. Together with Foreign Ministers from Canada, Germany, Italy, Japan, the United Kingdom and the United States, we gathered there for working sessions on global governance, cross-cutting threats, and peace and security, as well as the two major issues: the wars in the Middle East and in Ukraine. We were joined by our counterparts from Brazil, India, South Korea, Saudi Arabia and Ukraine. With our partners, we discussed how to drive de-escalation in the Middle East, as the war’s consequences are felt severely worldwide. We called upon an immediate cessation of attacks against civilians and civilian infrastructure. There can be no justification for the deliberate targeting of civilians in situations of armed conflict as well as attacks on diplomatic facilities. We also reiterated the absolute necessity to permanently restore safe and toll free freedom of navigation in the Strait of Hormuz At the same time, we cannot forget about Ukraine. The attacks of Russia on Ukrainian civilians and civilian infrastructure are increasing every day. Australia and Europe may be oceans apart, but our security is inseparable. Signing a new Security and Defence Partnership with @senatorpennywong and @richard.marles is a strategic investment in our joint security. Together, we will hold joint exercises, share information, build resilience against cyber and hybrid threats, and deepen cooperation from crisis response to maritime security. We will work to uphold international law, push back against those who do not, and invest in the technologies shaping tomorrow’s security, from AI to space. At the start of this week, I was in Abuja and Accra to deepen our cooperation with two major African partners. Here are some key takeaways: 🇳🇬 𝐍𝐢𝐠𝐞𝐫𝐢𝐚 – As Africa’s most populous nation and an economic engine, Nigeria is a political heavyweight and a regional anchor. During our EU-Nigeria Ministerial Dialogue, we discussed how to upgrade our relationship across many areas: 🔹Counterterrorism – Nigeria is a bulwark in the fight against terrorism. Over the past decade, the EU has mobilised more than €700 million to support counterterrorism. Earlier this year we had the first EU-Nigeria Peace, Security and Defence Dialogue. 🔹Trade and investment – Nigeria is also a major partner on trade, investment and the green and digital transitions. Together, we moved forward with new Global Gateway projects in digital, agriculture and health worth €66 million of grants and €221 million in low interest-rate loans. 🔹Migration – We have made real progress and agreed on the content of EU-Nigeria readmission agreement. This will create conditions for safe and dignified returns. This is part of a broader cooperation on migration. It shows that even on sensitive issues, trust delivers results. 🇬🇭 𝐆𝐡𝐚𝐧𝐚 – Ghana is as a peaceful and democratic anchor in the region. The EU and Ghana share a long-standing partnership that goes well beyond development and trade. 🔹Security and Defence – We took our partnership with Ghana further by signing a new Security and Defence Partnership. This is the first of its kind with an African country. It will allow us to work more closely on areas that matter to citizens both in Europe and Ghana, such as counterterrorism, conflict prevention, and cybersecurity #nigeria #ghana #europe #africa

EU leaders gathered in Brussels for the March European Council. On the agenda were key priorities, such as energy policy and the Single Market. With two wars at Europe’s borders, we focused in particular on the Middle East and Ukraine. The Iran war needs an exit, not an escalation. UN Secretary General António Guterres joined us to discuss efforts to secure safe passage for ships through the Strait of Hormuz. The EU and Iceland are close friends. Our security is shared, and so are the challenges we face. Today’s signature with @thorgerdurk of an EU-Iceland Security and Defence Partnership takes our relationship to the next level. Today, EU Foreign Ministers met in Brussels to discuss a range of important issues: 🔹 European Security Strategy – Member States will shape this strategy from the very start. It will take a broad view of security, linking defence, energy supply chains and other policy areas. Today’s discussion focused on principles, scope and priorities. 🔹 Ukraine – Ministers were clear that Ukraine remains Europe’s top security priority. I commend France, Belgium and Sweden, for boarding and seizing falsely flagged tankers. It is time for the gloves to come off on Russia’s shadow fleet. Member States also renewed sanctions on over 2,600 individuals and adopted new sanctions targeting those seeking to destabilise the EU. 🔹 Iran – Europe has no interest in an open-ended war. Ministers reaffirmed that our focus is de-escalation and freedom of navigation. This is not Europe’s war, but Europe’s interests are directly at stake. The EU’s priority remains the protection of our citizens. We have evacuated more than 30.000 from the region, many on flights funded or organised by the EU. 🔹 Strait of Hormuz – Restarting the shipments of fertilisers, food and is another urgent priority. Ministers discussed options to better protect the shipping in the region. The EU already has naval operations in place. We have ASPIDES that plays a key role in safeguarding freedom of navigation. 🔹 Lebanon – The Lebanese people pay the price for Hezbollah’s attacks. But Israel’s heavy-handed response has caused mass displacement. The EU will provide €100 million in humanitarian aid to Lebanon. We also continue to support the Lebanese Armed Forces to disarm Hezbollah. 🔹 Armenia – We will not leave Armenia to face foreign interference alone. Democracies under pressure can count on Europe. The EU will deploy a Hybrid Rapid Response Team to help counter threats ahead of the country’s elections. 🔹 India – We also had an exchange of views with the Foreign Minister of India. It was very timely, because India is also very much affected by the war in the Middle East. Today, I had the great pleasure of opening our annual EU Ambassadors Conference. 140 EU ambassadors are in Brussels for a week of reflection and exchange. A special thought goes to our ambassadors in the Middle East and the Gulf, who joined remotely, as they are helping EU citizens return home. We’ve now been working together with our delegations across the world for more than a year. And what a year it has been! The mandate started out promising unpredictability. But against all intuition, things are starting to feel more predictable, if only because we have become used to the feeling that the earth is shifting beneath our feet. Today’s two preeminent global crises — in the Middle East and Russia’s war of aggression against Ukraine — are directly related. Because they share a foundation: the erosion of international law. We see a new world order characterized by competition and coercive power politics, featuring military powers, who aim to establish spheres of influence. How we respond to this moment will define us. Our degree of success depends on how we deliver under our priorities and rally international support. It was a pleasure to be in Zurich, especially during a week that marked real progress in EU–Swiss cooperation. On Monday, the EU and Switzerland signed a series of new agreements covering trade, health, research and transport. And just yesterday, we signed the Joint Declaration and the Framework Agreement and held our first political dialogue. So, it is fair to say that in one week we delivered more progress in our partnership than we have seen over many years. The EU and Switzerland are long-standing partners. Our cooperation on military mobility and cyber defence is moving forward. I also see potential for us to do more together on countering hybrid attacks. Because those who want to harm our democracies are not standing still. So neither should we. In Zurich, I also had the privilege of delivering a lecture at the University of Zurich, exactly 80 years after Winston Churchill’s landmark speech calling for a United States of Europe. There, I spoke about how the rules-based international order we built after WWII is increasingly under pressure from raw power politics. My message was simple: if Europe wants to protect peace and stability, we need to stay united and stand up for the rules that keep our world safe and predictable. #zurich #estonia #ukraine #europe #unitedstates

I was in Warsaw today to meet with Foreign Ministers of the Council of the Baltic Sea States. Our discussions were to the point and shaped by the developments of this week. 🔹 Middle East – The war is rapidly widening. Tehran’s strategy is to sow chaos and set the region on fire. By indiscriminately attacking its neighbours, the regime is making a strong case for its own demise. Right now, no one can predict which direction Iran will take. For Europe, this is a dangerous moment. The safety of thousands of our citizens in the region is at stake. The EU is coordinating consular assistance and funding repatriation flights for people stranded and our naval missions help protect international shipping. 🔹 Ukraine – Moscow may have lost another ally in Tehran, but the same drones that are hitting Dubai are also hitting Kyiv. Europe has clear and legitimate interests in how this war should end. If we do not articulate them ourselves, no one will do it for us. Respect for borders, an end to sabotage, compensation for war damages and the return of kidnapped Ukrainian children are not far-fetched demands. They should be a baseline. 🔹 NATO Summit – The time until the upcoming NATO Summit will remain unpredictable. The war in the Middle East shows that Europe must invest in defence capabilities and boost defence production. For example, air defences are in short supply. The cash is there, so the industry should step up on production. A stronger Europe makes for a stronger transatlantic alliance. #kuwait #sweden #estonia #europe #ukraine

The insight you have gained into how the EU works day to day will be valuable wherever you go next. If I can offer one small piece of advice: whatever you choose to do next, take it step by step, give it your best, and above all, do not hold yourself back! It has been four years since Russia launched its full-scale invasion of Ukraine. In solidarity with the Ukrainian people, we are raising the Ukrainian flag alongside the flag of the European Union in front of our @eudiplomacy headquarters. This is the first time a flag is raised here. This gesture is more than symbolic. It reflects our conviction that Ukraine’s future lies within the EU. Four years on, Russia is paying a heavy price for a fatal miscalculation. Its military is bogged down; its economy is in rapid decline. With our support, Ukrainians are resisting and holding firm. Today, EU Leaders gathered in Alden Biesen castle in Belgium, for an informal meeting. The theme of the summit was competitiveness. And competitiveness is the basis for all. Because in terms of geopolitics, if you want to be a geopolitical power, you have to be a strong military and economic power. We are already a strong economic power, but we need to increase our competitiveness. Russia is not winning the war. Its casualty rates are surging, and its economy is struggling. Today, EU Defence Ministers came to Brussels to discuss how we can further support Ukraine and our contribution to the security guarantees. On the table are proposals to establish two training facilities inside Ukraine and to mobilise additional private capital through the European Investment Bank. The Arctic is no longer a quiet corner on the map. It is the front line of the global power competition. Over the past few days, I was in Norway, first in Oslo and then in Tromsø, where I was glad to take part in the Oslo Security Conference and the Arctic Frontiers Conference. For quite some time, the Arctic has been the region of low tension and high cooperation. But hybrid threats are growing steadily in intensity and frequency: GPS jamming, sabotage, spying, actions below the threshold of war are real here. This goes together with Russia’s enduring military buildup in the High North. In response, European allies are stepping up on Arctic security, and the European Union is ready to do its part. Security is not only about soldiers and ships. It is also about resilient societies, trusted institutions, secure infrastructure and sustainable livelihoods. Here also, the European Union contributes through financial support, scientific cooperation and research tools. Together with Member States, we are updating our EU Arctic strategy. This will reflect the changed security landscape and have Greenland as a core pillar. To keep the region safe, partnerships are indispensable. And Norway is one of the EU’s closest and most trusted partners. We just concluded a very productive meeting of Foreign Ministers. Here are the key highlights: 🔹Iran – Iran’s security forces are responsible for mass killings. Today, we imposed new sanctions on those directly responsible for the violent crackdown on protests that has killed thousands. EU Foreign Ministers also took the decisive step of designating Iran’s Revolutionary Guard as a terrorist organisation. Repression cannot go unanswered. 🔹Ukraine – Russia is failing on the battlefield, so it is trying to weaponise winter. The EU is responding with the biggest ever winter aid package. Just today, we provided an extra 500 generators and €50 million for energy support. In parallel, we increase pressure on Russia. Today, the EU blacklisted Russia for risk of money laundering. This will slow down and increase the costs of transactions with Russian banks. 🔹Syria – Syria remains fragile. The ceasefire and the opening of humanitarian corridors are positive developments, but the country is far from stable. ISIS poses a persistent threat, and overall Minister stressed that the inclusive political transition and national reconciliation are the best path to prevent Syria from sliding back into chaos. 🔹Gaza – Our focus is on supporting the peace plan. The overdue reopening of the Rafah Crossing Point between Gaza and Egypt will be the clearest sign of progress yet. Our EU personnel is ready to redeploy. Our EUPOL COPPS mission can play a key role in training Palestinian police and justice institutions. 🔹Sudan – Sudan remains the world’s worst humanitarian crisis. In response to the escalating violence, Ministers adopted new sanctions against members of the Rapid Support Forces and the Sudanese Armed Forces. These measures alone will not end the war; but they will raise the cost for those responsible. 🔹Great Lakes region – Ministers discussed how the EU can intensify diplomatic engagement, scale up humanitarian assistance and better support regional stabilisation efforts.#eu #sudan #gaza #syria #ukraine @President Donald J Trump @Ilham Aliyev @ESA @Oliver Rosengren

There is strong momentum for closer cooperation with India, and we are seizing it. It was a great pleasure to be in New Delhi this week, where I had the honour of attending the Republic Day celebrations, taking part in the EU–India Summit, and signing a new EU–India Security and Defence Partnership. I also had the opportunity to exchange with think tanks and young Indian students, and to participate in a conversation at the Ananta Centre. When two major democracies act together, we build stronger shared security. The Security and Defence Partnership launches an annual security and defence dialogue — with the first meeting taking place in a month — and deepens cooperation on maritime security, cyber issues, and counterterrorism. We will also explore Indian participation in European defence initiatives. As a symbol of our deepening bond, personnel from our EU naval operations Atalanta and Aspides took part in the Republic Day parade for the first time. The EU will continue to deepen its diplomatic and economic ties across the world. Yesterday, we gathered with EU leaders in Brussels for a European Council to discuss our transatlantic relations. Everybody is relieved with the recent announcements. But the word for this year has been unpredictability. This is what we are living through. What is clear is that the EU will continue to stand up for its interests and values and defend itself, its citizens and its companies. Right now, it is important to focus back our efforts on stopping Russia’s war in Ukraine. In recent months, there has been a major push for peace, but it has been totally one sided. We haven’t seen any concessions from the Russian side. This week, I was in Strasbourg at the European Parliament for the plenary session, where I took part in no fewer than nine plenary debates. Some highlights from my interventions: 🔹Greenland – Greenland belongs to its people. No threat or tariffs will change that. Our response must be to remain calm, hold our ground and act in unity. 🔹Iran – Iranian women and men are fighting for a future of their own choosing. For freedom, dignity, and a better life. The Iranian authorities’ brutal repression is unacceptable. The EU already has sweeping sanctions on Iran in place. It is always good to be in Berlin. Germany plays a crucial role in European defence and is also the biggest provider of military support to Ukraine. At this critical moment, this matters more than ever. Together with Federal Minister of Defence of Germany Boris Pistorius and Chairman of the Foreign Relations Committee of the German Bundestag Armin Laschet, we discussed a range of important topics, among others: 🔹Ukraine – There is now an intense diplomatic push for peace. President Trump is not alone to detest war. Ukrainians do. We all do. But as we see time and again, this push remains totally one sided. Europe’s policy is consistent: supporting Ukraine and raising the costs for Russia. On the EU side, we will loan €90 billion to Ukraine to fund state functions and defence for the next two years. We are also advancing the 20 sanctions package and aim to finalise it next month. 🔹Transatlantic relations – The United States is an indispensable ally, but it is also clear that our relations are not as good as they used to be. In every alliance, there are moments of open disagreement, but Europe will not junk 80 years of transatlantic relations. From Gaza to the fight against ISIS, to China’s coercive economic practices, Europe and the US are stronger when we act together. 🔹Iran – The courage of the Iranian people is humbling. The brutal response by the security forces is unacceptable and exposes a regime afraid of its own people. The EU already has sweeping sanctions in place on Iran. I was pleased to be in Cairo for my first bilateral visit of the year. There I had the pleasure of meeting and exchanging views with President Al-Sissi and Foreign Minister Abdelatty. I also had the opportunity to visit the brand-new Grand Egyptian Museum and discover its extraordinary artefacts. Egypt is an indispensable partner for the EU. Its diplomatic leadership has been crucial in preventing further destabilisation in the Middle East. Just last year, we opened a new chapter in our relationship with the first ever EU-Egypt Summit. Our partnership is delivering: the next €1 billion in EU macro financial assistance to strengthen Egypt’s economy and its reform agenda is on its way. Together, Europe and Egypt deliver concrete results in trade, investment, security, and science. In March, we will also hold the first EU-Egypt Security and Defence Dialogue, when we will discuss what more can we do together in this very insecure world. For example, regarding maritime issues, the Red Sea, cyber security and counter terrorism. Ukraine will need extensive security guarantees after the war to deter Russia from renewed aggression. The Coalition of the Willing exists to turn plans into real protection. Leaders met in Paris today to lock in those security guarantees. A stronger Ukrainian military, backed by a multinational force and U.S. support.
