Adelante Andalucía reveals its program: tax reform, rent cap, and end to outsourcing

The spokesperson and candidate for Adelante Andalucía for the Presidency of the Board, José Ignacio García, announced this Tuesday the electoral program with which the formation will run in the regional elections of May 17. The document is titled "the 50 measures that Juanma would not do, but that are needed".

"Either you govern as Adelante wants to govern, so that Andalusians live well and enjoy life, or you govern as the Popular Party has governed, so that Asisa, Quirón, Adeslas, four construction companies and three smart people get rich. This is the dichotomy that Andalusians have to choose from," García stressed during the presentation of the program at the Esperanza Macarena Health Center in Seville.

The package of proposals is structured around three main blocks: a reform of the Andalusian tax system, the objective of "saving" public healthcare, and the will to "guarantee" the right to housing.

Tax reform and new Andalusian tax

In the tax section, Adelante proposes an Andalusian tax "for the distribution of wealth" that would fall on large fortunes, as well as on certain real estate and agricultural assets. This figure would be complemented by the implementation of a tourist tax and the commitment that "all companies operating in Andalusia will pay taxes on their turnover in the community".

The program also incorporates a specific levy on the profits of healthcare companies, whose income would be used to fund cancer research. "We want many people to pay less taxes and for those who truly have the money, the large multinationals and the wealthiest, to pay much more taxes," stated García.

Public Healthcare without Contracts or Outsourcing

In the healthcare field, the training proposes to suppress the agreements and outsourcing of the Andalusian Health Service (SAS) in order to "guarantee that 100% of the health budget is dedicated to public healthcare".

In that same vein, Adelante proposes incorporating visual health, dentist care, the nutritionist, and podiatry into the portfolio of services of the SAS, in addition to a reinforcement plan for primary care that ensures a medical appointment within a maximum of 48 hours, allocating 25% of the health budget to this care level.

"Healthcare is in danger, and the danger began with the Socialist Party, which initiated the privatization of healthcare, and the Popular Party has accelerated it to the maximum to enrich the four smart ones. We want to reverse all the privatization of healthcare," insisted the candidate.

Cap on rent and expansion of public housing

Housing constitutes another of the central axes of the program. Adelante proposes to set a limit on rents equivalent to a maximum of 20% of the minimum wage of the district, neighborhood, or municipality, as well as to incorporate 100% of the apartments from the Asset Management Company from the Banking Restructuring (Sareb) into the public housing stock for rent.

Likewise, the training proposes that homes "without any type of use that are owned by large owners, banks or investment funds" be allocated to "accessible" rent, taking as a reference the cap of 20% of the income of households in the area or, otherwise, "they will pass to a public housing stock of the Junta de Andalucía for the same purpose".

University, energy and social policies

In the educational field, the program includes the approval of a new university law to "prohibit the creation of new private universities", along with new regulations for school canteens. Furthermore, the launch of a public renewable energy company is contemplated.

In social matters, Adelante commits to setting a maximum period of 150 days for dependency assessment and to create a public company responsible for the direct management of all home help services.

Among other initiatives, the document also includes a public transport plan, the suppression of the domestic violence telephone line, the creation of a Ministry of Feminisms, and the promotion of a network of concert halls and theaters spread throughout the community.
