Partido Popular and Vox have unblocked in Aragón the investiture of the 'popular' Jorge Azcón, who will repeat as regional president in the region. From the regional Courts, the leader of Vox, Alejandro Nolasco, and Azcón himself have appeared to offer some details of an agreement that includes a vice-presidency and three ministries for Abascal's party: 'Deregulation', Social Welfare and Family, Environment and Tourism; and Livestock, Agriculture and Food.
Demócrata has had access to the full document of the agreement:
Public services
In the area of public services, the pact foresees a strengthening of the healthcare system with progressive budget increases during the legislature, a shock plan to reduce surgical waiting lists, the expansion of dental coverage for children and youth, as well as free education from 0 to 3 years old and the first university enrollment.
Agriculture and environment
In agrarian and environmental matters, the agreement proposes a defense of the Aragonese countryside against European policies, including the creation of a compensation fund against the effects of the Green Pact and international trade agreements, along with measures for protection of the livestock sector, risk management on the Ebro River, and species conservation actions.
The document also includes limitations on the development of renewable energies on agricultural land, prohibiting the installation of photovoltaic panels on productive land and establishing more restrictive criteria for the implementation of large wind farms.
Migration
In the area of administrative and migratory control, the pact incorporates measures to reinforce the census verification, with the objective of avoiding irregularities in the access to public aid, in addition to a toughening of the control over irregular immigration and unaccompanied foreign minors, including spending audits, age tests, and repatriation agreements.
Fiscal Policy
In fiscal policy, the agreement contemplates a reduction of personal income tax for middle and low incomes, along with deductions for birth, family, and education, in addition to bonuses on taxes such as property transfer tax and documented legal acts.
A generalized drop in public rates and prices is also foreseen. In parallel, a reduction in subsidies for unions and business organizations is introduced, as well as the cutting of funds allocated to international cooperation and NGOs.
Depopulation
The plan includes measures against depopulation, with differentiated taxation for rural areas, investment in road infrastructure, improvement of connectivity in rural areas, and reinforcement of territorial cohesion funds.
Housing
In the housing sector, the agreement aims to increase supply through urban planning simplification, streamlining of licenses, and the construction of public and protected housing, in addition to aid for young people and families for purchase and protection measures against illegal occupation.
"National priority"
Finally, the text incorporates the principle of "national priority" in access to protected housing, social rent, and public aid, along with the affirmation of the primacy of Spanish in access to public services and policies. Taken together, the agreement configures a broad government program that combines social, fiscal, agrarian, territorial, and migratory policies, and which reinforces the line of cooperation between PP and Vox in the Aragonese Executive.
