The November 29 campaign has changed its question. Before the Urda accident, the parties were discussing housing, pensions, alliances and possibilities of a comeback. Now they also have to answer a question that runs through all the previous ones: who can guarantee that public services work and what responsibilities must be assumed when they fail.

Not everyone starts from the same position. The PSOE needs to recover credibility from the Government. The PP wants to turn the demand for security into an argument in favor of Alberto Núñez Feijóo's experience. Vox maintains confrontation and calls for more strength to impose a change. Frente Amplio and Podemos try to prevent criticism of railway management from turning into a questioning of public services.

Demócrata had already pointed out the shift of Ferraz's optimistic campaign, built around the «force of love» and the expectation of a comeback, while pressure on Óscar Puente grew. Now the next phase begins: turning that interruption into a strategy that can be sustained until the ballot box.

The published information makes it possible to identify the moves of each formation. The electoral scenarios set out below are an analysis of their opportunities and risks, not a prediction of results or an estimate of vote transfers.

PSOE: moving from the comeback to the recovery of trust

The first Socialist objective is to demonstrate capacity for response. According to El País, Puente is preparing for Tuesday a package of reinforcement of high-speed security that he will take to the Council of Ministers before appearing before the Diputación Permanente. Sánchez maintains his support for the minister while the measures are being finalized.

The sequence has a political reading: the Executive intends to go to the parliamentary debate with decisions to defend. Its difficulty will be to explain what changes, when it will be applied and why those actions can restore trust.

The PSOE also faces a difference between keeping a minister and keeping him as an electoral protagonist. EFE has reported that Puente is considering not taking part in the campaign, although there is still no final decision. His continuity in Transport, therefore, does not imply that he will recover the combative role he had before the accident.

The favorable scenario for the socialists would be for the explanations and the measures to make it possible to recover a broader conversation about the country: healthcare, housing, pensions and Government alternatives. That would require that the response to Urda be convincing in itself.

The main risk is that each election event returns to the same question about Puente. In that case, the problem of the PSOE could take different forms: loss of support to other parties, indecision or abstention by its own voters. There are not enough data to apportion those possible outcomes.

PP: attract the disappointed voter without losing the angriest one

The information from El Mundo about the strategy of Génova describes a campaign with two registers. On the one hand, Feijóo will reinforce his profile as a manager and the image of a team prepared to take on the Government. On the other hand, he will maintain the direct attacks on Sánchez and the demands for accountability.

The formula chosen by his entourage is that of a «Government in waiting». Experience, sobriety and the functioning of public services will gain weight over the gestures of personal closeness that had marked part of the pre-campaign.

That bet already has a concrete expression. La Cadena SER reports that Feijóo promises to prioritize maintenance and conservation, strengthen the security of Renfe and Adif and recover trust, while at the same time demanding political accountability from the Executive.

El Mundo adds a relevant fact: sources in Génova assure that the transfer of former socialist voters to the PP would have gone from 5.5% to 8% in one month. .

The favorable scenario for Feijóo consists of part of the discontented seeking a replacement with guarantees of stability. His promise would have to be recognizable: change the Government to improve its functioning.

Vox: maintain the pressure and dispute who leads the change

Abascal has chosen continuity. In his interview with El Mundo he defends not having suspended the events and maintains that his growth is necessary to guarantee an alternative to Sánchez.

The leader of Vox is also trying to broaden the description of his electorate. He assures that he brings together people who previously voted for the right, others who did so for the left and former abstainers. It is his political interpretation: the interview does not offer figures that allow the size of those groups to be measured.

Its strategy differs from that of the PP in the scope of the change it promises. While Feijóo emphasizes administrative experience, Abascal presents the problems as a consequence of political priorities that he wants to replace. He proposes a review of public spending and links his eventual support for a Government to the «national priority».

The favorable scenario for Vox would be for discontent to translate into a demand for a break with current policies and into a demand to condition the PP. Thus, it could ask for the vote both to remove Sánchez and to prevent the alternative from being limited to a change of names.

The risk is that some angry voters prefer to concentrate their vote on Feijóo because they consider him closer to the Presidency. Also that the accusations that go beyond what has been proven by the investigation limit its ability to attract those who demand accountability, but want explanations supported by evidence.

PP and Vox can benefit from the same climate of discontent, but they compete to decide what response it deserves: management, a change of priorities, or a combination of both.

Broad Front: demand accountability without abandoning the defense of what is public

For Broad Front, the difficulty consists in showing autonomy from the PSOE without diluting its defense of a progressive majority.

The coverage by Onda Vasca on the electoral reorientation states that the coalition will give more weight to public transport, after having concentrated its first messages on housing and pensions. It also notes that its relationship with the socialists is conditioned by the joint candidacy for the Senate.

Its potential space lies among citizens who question the Government's management, but do not want an alternative from PP and Vox. To reach them it needs to differentiate two levels: defend public service and demand accountability from those who run it.

The favorable scenario would be to retain within the left voters disenchanted with the PSOE. The risk is seeming too tied to the Executive to represent a credible correction or, conversely, contributing to the wear and tear of the bloc without managing to mobilize its own option.

Podemos: turn security into a debate about investment and labor conditions

Podemos proposes a response more focused on the service model. According to the information gathered by Onda Vasca, the party considers that its campaign takes on greater meaning and contrasts the protection of life with the primacy of business.

That discourse can connect with the complaints about maintenance, staffing, and the organization of work.

Its favorable scenario would be to mobilize voters who consider both the PSOE’s explanations and a replacement of officials insufficient. Its risk is that the debate becomes absorbed by the continuity of Puente and by the dispute among the three major parties, reducing the space to discuss different proposals.

On Tuesday it will measure something more than Puente’s continuity

The minister’s appearance will be the first moment in which the new strategies will have to confront each other in the same setting. Puente will appear before the Permanent Deputation on Tuesday, November 3, at 17.00 hours.

For the PSOE, it will be a test of the sufficiency of its explanations and measures. For the PP, an opportunity to show that it can hold the Government to account and offer its own response. For Vox, the occasion to insist that responsibility must reach Sánchez. For the left of the PSOE, the moment to specify what changes it demands in addition to the appearances.

Three scenarios for the vote: recovery, party switch, or demobilization

The first scenario is a partial recovery of trust. If the institutional response is considered sufficient and credible measures appear, the PSOE could stabilize part of its electorate and compete again on other issues. It would not imply erasing the effect of the tragedy.

The second is a shift toward the opposition. In that case, PP and Vox would dispute the direction of change: Feijóo would try to attract those who prioritize experience and stability; Abascal, those who demand a deeper transformation of policies.

The third is demobilization. A disappointed voter does not have to choose another party: they can remain undecided or stop voting. That possibility obliges the left to observe not only the evolution of PP and Vox, but also the willingness of its own supporters to go to the polls.

The three processes can coexist. That is why the new campaign will not be understood solely by looking at which party is rising. It will be necessary to observe who keeps their own, who manages to attract outside support, and who loses mobilization capacity..
