From the department headed by Isabel Rodríguez they defend to this medium that the fall of the norm in Congress will not halt policies aimed at reinforcing tenant protection and intervening in the residential market.

The Government insists on protecting tenants

After the vote in the Lower House, sources from the Ministry express their regret because the lack of parliamentary support prevented a measure that aimed to offer stability to thousands of tenants from moving forward.

The department considers that the refusal of some political groups makes it difficult to move forward with solutions for housing access, especially in a context marked by the increase in rental prices and tension in large cities.

Objective: regulate seasonal rentals

Among the immediate priorities is the regulation of seasonal rentals, a modality that the Ministry considers is being used fraudulently to avoid ordinary leasing regulations.

The Executive's intention is to intensify political contacts to move forward a specific regulation that limits the improper use of contracts of less than one year.

From Housing they maintain that these rents must respond to concrete and temporary situations, and not become a way to apply abusive increases in the price of leases.

Measures to contain prices and combat speculation

The Ministry also points to other initiatives already in parliamentary processing aimed at:

  • Favor the reduction of rental prices
  • Curb speculative practices in the real estate market
  • Incentivize the release of empty housing onto the market
  • Reinforce the residential security of tenants

The objective, according to the department, is to move towards a more accessible and stable housing model.

In parallel, the Government insists that it will continue to develop structural measures to increase the public residential stock. Among the tools it considers a priority are the State Housing Plan, the CASA 47 program, and the PERTE for Housing Industrialization

These initiatives seek to accelerate the construction of affordable housing and reduce dependence on the private market.

The Ministry defends that housing policy will continue to be one of the Executive's priorities, especially given the difficulties of access to a home for young people, families, and middle incomes.

From the department they insist that guaranteeing dignified housing should not depend on the ownership regime and that residential stability should be consolidated as a social right.
