The Council of Ministers has approved this Tuesday the Annual Regulatory Plan 2026, a planning instrument where the Government details, in advance, the laws and regulations it plans to approve during the year.

The Minister of Justice, the Presidency and Relations with the Courts, in charge of managing the coordination of the document, Félix Bolaños, has specified that the legislative calendar for 2026 contemplates 179 proposals: 10 organic law projects, 38 ordinary laws, and 131 royal decrees. Furthermore, he has indicated that 31% of the planned regulations respond to the need to transpose provisions from the European Union into the Spanish legal system.

Almost 27% of the initiatives foreseen in the document, bills, will have to go through Congress to materialize. Demócrata reviews the agenda of each ministry and the proposals that will have to be negotiated with their partners to comply with the PAN:

and then what?

The Government's Annual Regulatory Plan is limited to proposals within the framework of the Council of Ministers, so the million-dollar question is whether any of the initiatives (other than a royal decree) have a chance of succeeding or if, on the contrary, they will get stuck or lapse during the parliamentary processing phase.

A priori, the numbers don't add up because Junts would oppose any initiative coming from the Executive. The sum of PSOE (121), Sumar (26), ERC (7), EH Bildu (6), PNV (5) and those attached to the Mixed group, Águeda Micó (Compromís), BNG, Coalición Canaria and the four from Podemos, amounts to 172.

Even more complicated would be the 10 organic law projects mentioned in the PAN, as in their case, a simple majority (more yeses than noes) is not enough, but an absolute majority is required.
