The PSPV maintains that the most recent statistics from the Bank of Spain "certify that 70% of the current debt of the Generalitat Valenciana was generated under the governments of the Popular Party, almost 45 billion euros, of the 64.348 billion computed until March 2026" and criticizes that, despite this volume of indebtedness, the Consell headed by Juanfran Pérez Llorca rejects the proposal for reform of the autonomous financing system put forward by the central Government.
"The PP has a lot of nerve trying to give lessons on debt. Under the Consell of Zaplana, Camps, Fabra, Mazón and now with Pérez Llorca, almost 45 billion of debt has been generated, specifically 44.652 billion, 69.4% of the 64.348 billion of debt as of March 31, 2026, but now they intend to sell us that the blame is on those who raised healthcare, education, and dependency," states the socialist spokesperson for Finance in Les Corts, José Díaz.
The socialist leader makes these statements after the data released by the Consell of the General Account became known, which highlights that by the end of 2025 the so-called mortgage of committed spending for future years has "shot up" above 75 billion, while the total liabilities (which include financial debt, non-financial debt, and interest) have grown by 25% compared to 2022, the last complete year of the previous Botànic executive.
From the PSPV, they emphasize that all this happens "despite having the largest transfers in history within the autonomous financing model, 47% more than in 2022, but the Consell of Mazón and Pérez Llorca has dedicated itself to plundering the Generalitat's treasury with million-dollar tax gifts to the highest incomes and assets."
In relation to the historical evolution of indebtedness, the socialists detail, based on the statistics from the Bank of Spain, that "the debt of the Comunitat Valenciana, as of June 30, 1995, after the stage of Joan Lerma, was 2.511 billion euros. This figure increased by 1,500% during the governments of Zaplana, Camps, and Fabra, until June 2015, when it reached 40.064 billion."
"Between 2011 and 2015, it almost doubled, from 21,660 to the mentioned more than 40,000 million. In June 2023, after the Botànic stage, the debt was 57,249 million. A period in which the Comunitat Valenciana managed to converge with the average of Spain in investment in fundamental public services (healthcare, education, and social services). In contrast, with the PP, the debt increased exponentially, but the Valencians were ten points below the average of all communities in healthcare, education, and social protection," they censure.
Support for the new model of autonomous financing
For the PSPV, these figures show that "it is terrible that those under whose governments the debt problem was generated are now the ones who also oppose the solutions, blocking support for the proposal of the Government of Spain for a new financing model, which would mean the arrival of 3,669 million euros additional in 2027, and the cancellation of no less than 11,210 million of debt."
The Valencian socialists thus demand again that the Consell join the reform of autonomous financing proposed by the central Executive, "which would mean, nothing more and nothing less, that the Generalitat says goodbye to deficits and, consequently, to continue generating debt, while seeing the current indebtedness reduced significantly."
"The Valencians have been last or second to last in financing per inhabitant for 25 years; with the proposal of the Government of Spain, we would move to being at the average. No weak president will be able to prevent us Valencians from asserting our rights," they claim from the party.
In the same vein, they conclude that "the most serious thing is that when an opportunity arises to improve financing and reduce a good part of that mortgage, Pérez Llorca hides under the table so as not to disturb Feijóo and Ayuso. Being president is not about getting tickets on the sly to watch football, it is about defending the Valencians. And for now, Pérez Llorca defends the PP's box more than the interests of the Comunitat Valenciana."
In addition, socialist sources emphasize that the Valencian Community was not listed as the autonomy with the most debt per inhabitant in June 2023, when the PP returned to the Generalitat, but that "Catalonia continued to be the most indebted per capita." "In contrast, now, with the latest data from March 2026, the Community is indeed the most indebted per inhabitant, with 11,860 euros/inhab., while Catalonia is at 11,119 euros/inhab," they add.
