The Minister of Housing and Urban Agenda, Isabel Rodríguez, has reported that her department has already sent the essential documentation to the autonomous communities to proceed with the payment of the first annual installment of the State Housing Plan 2026-2030, endowed with 800 million euros.
The announcement was made to the media during a visit to Almagro (Ciudad Real), a town that is hosting the 50th edition of the Almagro International Classical Theatre Festival these days, as communicated by the Ministry of Housing in a press release.
The minister was accompanied at this event by the mayor of Almagro, Francisco Ureña, the Government's deputy delegate in Ciudad Real, David Broceño, and the festival's director, Irene Pardo.
Rodríguez highlighted that the ministry has respected the commitment to have the payment of the first annual installment of the Plan corresponding to the General State Administration ready in July, so now it only remains for the regional executives to sign the submitted documentation for the disbursement to become effective.
The package of documents sent includes a proposed resolution and a conformity model in which the CCAA must ratify again, as they already did on two occasions in the Sectoral Conference, that they accept the conditions set by the Government to access these resources.
Among these requirements is that public housing maintains a protection regime that prevents its sale to private funds, and that its construction is financed in a shared manner, with the State assuming 60% and the autonomous communities the remaining 40%.
The ministry expects the CCAA to sign as soon as possible, with the aim of launching the State Housing Plan funds as soon as possible and contributing to guaranteeing the right of access to housing for the population.
Rodríguez has defended that the State Housing Plan 2026-2030, which raises available resources to 7,000 million euros, tripling those of the previous plan, incorporates for the first time specific attention to rural areas.
"The rural environment is an opportunity for a different life, for territorial cohesion and for responding to the housing problem," she stated.
The minister emphasized that, thanks to this singular consideration and the additional lines of aid for rehabilitation in historic centers, the ministry is responding to the demands made by mayors such as the mayor of Almagro.
