The Spanish Youth Council (CJE), together with nine regional youth councils, has issued a joint statement this Thursday warning that the current housing access crisis for the young population cannot be tackled without the real and committed participation of the autonomous communities in the implementation of the new State Housing Plan 2026-2030.

The youth councils of Andalusia, Aragon, Asturias, Cantabria, Castilla y León, Ceuta, Valencian Community, Extremadura, and the Balearic Islands recall that regional administrations represent the "decisive level of government" for the measures agreed at the state level to become effective actions on the ground.

In the same vein, they warn that the lack of coordination between territories and the unequal application of public housing policies can jeopardize the real impact of the Plan, and therefore offer to collaborate with regional authorities to facilitate its deployment.

The signatory entities also point out that the current housing crisis is linked to market dynamics, the lack of stable political agreements, the absence of fundamental reforms, and territorial differences in the execution of housing policies.

"Housing has become a determining factor of inequality and a blockage for the life projects of young people. The organizations conclude that the housing crisis is a political and structural crisis that requires institutional cooperation and coordinated action capacity," the Council summarized.

According to the most recent data from the CJE's Emancipation Observatory, the youth emancipation rate barely reaches 14.5%, the lowest record since data has been collected, while the average age for leaving the family home is now 30.2 years.

"This situation consolidates a structural scenario in which access to housing has become the main obstacle to the autonomy of young people," the text added.
