Podemos warned this Wednesday that the royal decree promoted by Sumar to extend rental contracts until 2028, whose draft has already been sent to parliamentary groups and whose approval is expected in the next Council of Ministers, incorporates a modification of the Land Law that the party qualifies as a "red line."
In a statement, the purple party points out that the preliminary text of the decree includes a reform aimed at suppressing several provisions of the Land Law, altering the system of appeals against urban planning instruments and the regime of registration cancellation of reversion rights over expropriated lands.
According to Podemos, the modification related to appeals against urban planning would provide legal coverage, with retroactive effects, to urban projects considered illegal and reduce controls over future developments. In their view, it would also cut the capacity of civil society organizations to report possible urban irregularities.
Operation Chamartín and Podemos' criticisms
Regarding the change on the registration cancellation of reversion rights, Podemos argues that it would eliminate the possibility for the former owner to recover expropriated land for public interest if it is ultimately not allocated for that purpose. The party has stated that it is "a reform made to suit the interests of BBVA, the construction company San José, and Merlin Properties in Operation Chamartín," in Madrid.
In this scenario, the party led by Irene Montero has lashed out against these modifications and has expressed its "outright rejection," demanding that they be removed from the draft as an "unavoidable condition" to open any negotiation.
Furthermore, Podemos has criticized that the reform included in the decree "is practically the same" as that proposed by the PP in 2018, that promoted by the PSOE in 2024 (rejected not only by Podemos but also by Sumar, ERC, and Junts) and that the socialists brought to Congress in 2025 along with the PNV, which was also defeated by the majority of the Chamber.
