The PP has registered an initiative for the Government to be accountable in Congress for the successive upward revisions of the extended credits of the Ministry of Defense, warning that the lack of new General State Budgets in a context of strong increase in military and security spending is generating opacity.
In a non-law proposal, collected by Europa Press, the 'popular' maintain that investment in defense "must be instrumented" through budgets approved by the Courts, but recall that the Executive has kept the accounts extended since 2022, a situation they describe as "anomalous".
According to the text, defense spending reached 2% of GDP committed to NATO in 2025 after the approval, in April of that year, of the Industrial and Technological Plan for Security and Defense, endowed with 10,471 million euros.
Alberto Núñez Feijóo's party emphasizes that the Council of Ministers gave the green light to said plan "without budgetary or parliamentary support to face it" and "without the corresponding sustainable and consolidable support over time".
The PP specifies that the Ministry of Defense started 2025 with credits of 12,827 million euros —extended budget from 2023—, which were increased by 6,304 million (49.15%), representing an increase of 25.5% compared to the credits for 2024. In the investment chapter, growth stood at 33.4%.
At the end of December 2025, the spending commitments charged to future years of the Ministry of Defense amounted to 68,914 million euros, 165.8% of those registered at the close of 2024. This volume represents 57% of the total commitments assumed by the State, excluding those linked to public debt, according to the figures provided by the PP itself.
The 'popular' group also points out that the department headed by Margarita Robles resorts to the pre-financing of part of its programs through credits from the Ministry of Industry and Tourism. In 2025, these went from 1,601 million to 5,711 million.
This pre-financing is approved in the Council of Ministers by royal decrees and is granted directly for "essential interests for defense and security" and at zero cost.
The exercise of 2026, also without new budgets, has begun with a new increase in credits for the Ministry of Defense for 1,339.5 million euros, agreed by the Council of Ministers on March 10 to meet "unavoidable needs".
WITHOUT EXPLANATIONS AND WITHOUT PARLIAMENTARY DEBATE
"Without further explanation," reproach the 'populars', who insist that "in no case have these operations been submitted to parliamentary debate." In their opinion, the reinforcement of military spending must be accompanied by "the necessary transparency" and they demand "not to forget the timely accountability of its development."
For this reason, the PP proposes that, until a new budget project is approved, the Government should appear in the Lower House to detail the upward modifications of the extended credits of the Ministry of Defense, specifying their source of financing and certifying their long-term viability. They also request analogous information on the credits of the Ministry of Industry and Tourism intended for the pre-financing of military programs.
In addition, the 'populars' request that the Executive send to Congress the list of projects linked to spending commitments charged to future exercises of the Ministry of Defense, as well as the list of current plans and programs supported through pre-financing by the Ministry of Industry and Tourism, including the companies awarded that financing and the specific projects that benefit from it.
In any case, Feijóo's team urges the Government to approve "immediately" the State General Budget project for 2026 and to send it to Congress with the necessary allocations to cover the defense commitments already made. Meanwhile, they recall that the president, Pedro Sánchez, announced at the beginning of this month the start of the processing of the accounts for 2027.
