The Board has approved aid totaling 48.1 million euros aimed at facilitating the incorporation of 598 young farmers and ranchers, as well as supporting 181 improvement plans linked to their operations.
According to the regional Administration in a note released by Europa Press, this resolution fulfills one of the commitments made by the counselor, Joaquín Antonio Pino, with the agricultural professional organizations, consisting of "expediting the resolution of the call, providing certainty to the applicants, and facilitating that young people can launch their professional projects in the rural environment as soon as possible."
The call, whose application deadline ended on October 31, 2025, started with an initial allocation of 100 million euros. However, the Board has decided to increase the budget to 115 million, in order to address all requests that meet the established conditions and priority criteria.
With the resolutions issued throughout the month of July, a response has been given to "more than two-thirds" of the applications registered for the incorporation of young people. The Administration expects to close in the coming months the pending files, both for incorporation and for aid for improvement plans and environmental actions, until completing the execution of the 115 million planned.
Generational change as a strategic priority
The counselor has emphasized that generational change transcends mere rural development policy and constitutes a "strategic priority" to ensure "the continuity of agriculture and livestock, the economic activity of the towns, and the productive future of Castilla y León."
Pino has maintained that the incorporation lines must promote "viable, competitive, and technologically advanced" operations, and has insisted that it is not enough to support the start of the activity. In his opinion, it is essential to generate an environment that allows young people to consolidate their operations, expand them, and develop their professional and life project in the rural environment, through aid for investments linked to "modernization, innovation, and improvement of productive efficiency."
Of the beneficiaries of these subsidies, 49 percent will join agricultural operations, 44 percent will join livestock operations, and the remaining seven percent will join mixed operations. The provinces of Zamora, León, and Valladolid together account for more than 46 percent of the new approved incorporations.
The Board details that the average aid granted for the first installation amounts to 66,678 euros per young person and covers about 88 percent of the installation costs contemplated in the files.
At the same time, 181 young people will receive subsidies to implement improvement plans in their operations, with an average aid of 45,626 euros per operation, which finances approximately 61 percent of the subsidizable investment.
Advance of 60 percent and continued support for the sector
After receiving the resolution and justifying the start of the actions planned in the business plan, the beneficiaries will be able to access a first payment of 60 percent of the incorporation aid, with the purpose of ensuring the necessary liquidity to face the first investments and expenses of the operation.
This advance aims to strengthen the treasury in the startup phase, when the main financial needs are concentrated. The remaining 40 percent will be paid once the correct execution of the approved business plan is accredited, for which a maximum period of five years is established.
Finally, Pino has reiterated his commitment to maintaining a "direct and permanent" relationship with professional agricultural organizations and with the entire sector, in order to address their most relevant demands. "Every young person who joins creates or consolidates an operation, generates economic activity, and strengthens Spain's capacity to produce its own food. The generational change is a matter of food sovereignty, territorial cohesion, and national future," he concluded.
